Contexte
L’USAID Bénin a mandaté DEXIS pour mettre en œuvre le programme Northern Economic Livelihoods for Youth (NELY) dans les quatre départements du Nord-Bénin. NELY est un programme de cinq ans qui vise à améliorer les opportunités économiques pour les populations vulnérables du nord du Bénin, en particulier les jeunes, les femmes, et les groupes marginalisés. Le programme se concentre sur les moyens de subsistance économique, la cohésion sociale et l'engagement public-privé pour renforcer la résilience économique des jeunes et des femmes dans les zones les plus affectées par l’insécurité.

Le/la Spécialiste Achats et Logistique a la mission d'assurer la bonne exécution des activités d’achats et de logistique en conformité avec les termes de références approuvés. A ce titre, il/elle coordonnera étroitement avec le département des programmes et subventions ainsi que les autres départements de support opérationnel et interviendra dans les questions liées aux achats et à la logistique pour assurer une mise en œuvre efficace des activités de subventions. Il/Elle travaillera étroitement avec les membres des départements cités ci-dessus, les subventionnés, les fournisseurs, ainsi que l’équipe des achats & logistique du projet et du siège de Dexis.
Il s’agit de postes nationaux à temps plein basés à Parakou, Cotonou, ou Natitingou au Bénin.
Responsabilités Principales
- Gérer le processus d'approvisionnement pour l'achat et la livraison de biens et de services pour les activités du programme, y compris déterminer les exigences d'approvisionnement, identifier et recommander la méthode d'approvisionnement la plus appropriée, inspecter les biens et services, vérifier la livraison et surveiller l'utilisation et l'élimination des biens.
- Assurer un mentorat à tout le personnel administratif opérationnel en matière d’approvisionnement et de logistique.
- Gérer les besoins logistiques du programme, y compris la gestion des relations avec les fournisseurs.
- Établir et maintenir un registre d’inventaire, y compris l'attribution et la maintenance des équipements, ainsi que la disposition des actifs conformément aux réglementations de Dexis et USAID.
- Assurer que tous les achats respectent strictement les règles et réglementations de Dexis et de l'USAID, et travaillez avec les fournisseurs pour assurer le contrôle de la qualité.
- Travailler en étroite collaboration avec les bénéficiaires pour les achats d’activités et voyager régulièrement dans les bureaux des bénéficiaires.
- Assurer l’achèvement des vérifications des parties exclues.
- Négocier et superviser la préparation des bons de commande, des sous-contrats et des accords de consultation ; et finaliser les documents d’approvisionnement pour signature par le chef du parti (COP) ou son représentant ou, le cas échéant, le siège social.
- Diriger la coordination logistique pour toutes les activités liées à l’approvisionnement et à la livraison des biens et services.
- Faire preuve de créativité en matière de résolution de problèmes en répondant et en résolvant les besoins émergents du projet.
- Coordonner avec les bénéficiaires et le personnel interne le démarrage et la clôture des activités nécessitant un soutien logistique.
- Autres tâches assignées par le/la Directeur des Opérations
Qualifications
- Licence ou diplôme universitaire équivalent dans un domaine pertinent.
- Au moins 5 ans d'expérience pertinente en gestion de l’approvisionnement et de la logistique pour un programme financé par USAID ou un autre donateur.
- Compréhension démontrée des réglementations en matière de l’approvisionnement de USAID.
- Capacité à assurer le respect des politiques, procédures et réglementations de USAID et de Dexis.
- Capacité à prioriser et à gérer une charge de travail élevée dans un environnement de travail au rythme rapide.
- Excellentes compétences en communication et relation interpersonelles.
- Maîtrise de l'anglais et du français écrits et oraux.
- Maîtrise de MS Word, Excel et d'autres applications informatiques de base.

About the Position
The Logistics and Procurement Officer is responsible for ensuring the proper execution of procurement and logistics activities in accordance with the approved terms of reference. He/she will coordinate closely with the Programs and Grants Department and other operational support departments and will intervene in matters related to procurement and logistics to ensure effective implementation of grant activities. He/she will work closely with members of the departments listed above, grantees, suppliers, as well as the Procurement & Logistics team of the project and Dexis headquarters.
These are full-time national positions based in Parakou, Cotonou, or Natitingou in Benin.
Main Responsibilities
- Manage the procurement process for the purchase and delivery of goods and services for program activities, including determining procurement requirements, identifying and recommending the most appropriate procurement method, inspecting goods and services, verifying delivery, and monitoring use and disposal of goods.
- Provide mentorship to all operational administrative staff in procurement and logistics.
- Manage the logistical needs of the program, including managing vendor relationships.
- Establish and maintain an inventory record, including equipment allocation and maintenance, and asset disposition in accordance with Dexis and USAID regulations.
- Ensure all purchases strictly adhere to Dexis and USAID rules and regulations, and work with vendors to ensure quality control.
- Work closely with grantees on activity purchases and travel regularly to grantees' offices.
- Ensure completion of excluded party checks.
- Negotiate and oversee the preparation of purchase orders, subcontracts and consulting agreements; and finalize procurement documents for signature by the Chief of Party (COP) or his/her designee or, where applicable, the Home Office.
- Coordinate logistics for all activities related to the procurement and delivery of goods and services.
- Demonstrate creative problem solving by responding to and resolving emerging project needs.
- Coordinate with beneficiaries and internal staff the start-up and closure of activities requiring logistical support.
- Other tasks assigned by the Finance & Operations Director
Qualifications
- Bachelor's degree or equivalent university degree in a relevant field.
- At least 5 years of relevant experience in procurement and logistics management for a USAID or other donor funded program.
- Demonstrated understanding of USAID procurement regulations.
- Ability to ensure compliance with USAID and Dexis policies, procedures and regulations.
- Ability to prioritize and manage a high workload in a fast-paced work environment.
- Excellent communication and interpersonal skills.
- Fluency in written and oral English and French.
- Proficiency in MS Word, Excel and other basic computer applications.
