The Leidos National Security Sector (NSS) is seeking a highly skilled Special Technical Operations (STO) Planner to support the upcoming Apollo program—previously known as OPIAS (Operational Planning, Implementation, and Assessment Services). The ideal candidate will help integrate and synchronize sensitive operations within joint planning efforts. This role involves close coordination on Special Access Programs (SAP), Alternate Compensatory Control Measures (ACCM), and other sensitive capabilities. You’ll work directly with joint planning teams, interagency partners, national-level organizations, and information forces to ensure sensitive activities align with mission objectives.
Primary Responsibilities
Advise on the development of campaign plans and CONOPs involving STO, SAP, and ACCM.
Coordinate STO planning efforts across operations, intelligence, and sensitive activities directorates.
Manage the Review and Approval Process (RAP) for CONOPs involving SAP and Sensitive Activities.
Develop and integrate STO components into CCMD IJSTO plans and related efforts.
Provide planning expertise across mission analysis, COA development, wargaming, and plan transition.
Represent STO equities in working groups, planning cells, and interagency coordination forums.
Ensure compliance with IJSTO and DoD regulations for handling and accessing classified material.
Serve as a liaison to Joint Staff, OSD, CCMDs, IC elements, and partner nations on STO-related coordination.
.Basic Qualifications
Bachelor’s degree with 8+ years of relevant experience OR Master’s with 6+ OR 12 years of direct IO planning experience.
Minimum two (2) years of direct STO planning experience at a Joint or Geographic Combatant Command Headquarters.
Completion of:
Special Technical Operations Planner’s Course (STOPC)
MILDEC Planners Course (MPC)
Planning and Decision Aid System (PDAS) Users Course
Proficiency in integrating STO into joint planning processes (JOPP, JOPES).
Strong coordination and communication skills across senior military and civilian stakeholders.
Must be a U.S. Citizen with the ability to travel.
Clearance
Must currently possess a minimum TS/SCI Clearance with SAP/ACCM eligibility with polygraph eligibility.
Preferred Qualifications
Prior USCENTCOM or Joint Staff-level experience.
Experience coordinating SAP or Sensitive Activities across multiple command levels and agencies.
Familiarity with national-level policy and authorities governing STO.
Experience supporting the CENTCOM AOR is preferred; experience in INDOPACOM or AFRICOM is also acceptable.

Pay Range:Pay Range $89,700.00 - $162,150.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
