The civil_solutions_business_area within the Health and Civil Sector is seeking a Software Functional Director to lead the business area’s engineering matrix software focus area supporting an array of customers including the FAA, IRS and NASA. As the Software Functional Director, you will be a key strategic leader driving the success of the business area’s software engineering initiatives across multiple teams. You will work cross-functionally to influence and direct the execution of large-scale projects while fostering a collaborative environment that enables teams to achieve technical excellence. The Software Functional Director is a continuous learner who seeks to maintain an understanding of industry best practices and trends in both software development methodologies, tools and technologies which can be applied to the development and implementation of staff development plans and upskilling to meet current and future needs of the organization and projects.
This position will require a unique combination of strong technical knowledge, leadership capabilities, and organizational insight to manage the matrixed structure of the organization. You will report directly to the Technical Performance Director and collaborate closely with the Engineering Program Managers for each individual program / project and other cross-functional stakeholders to ensure software projects are delivered on time, within scope, and to the highest standards of quality.
Functional Director Responsibilities:
- Lead and direct a matrixed engineering team consisting of engineers, architects, and technical leads, ensuring the successful delivery of software engineering projects across the organization
- Develop and implement the software engineering strategy, aligning with organizational goals and priorities.
- Foster a culture of innovation, continuous improvement, and high performance across teams through the development and implementation of staffing, training and skillset transformation plans which meet the skill mix and staffing efficiency requirements of the standing and future engineering organizations and projects.
- Build, mentor, and coach engineering leaders, helping them grow in their careers, leadership skills, and technical expertise ensuring engineering talent is developed through a focus on upskilling.
- Drive cross-team collaboration to define, prioritize, and execute strategic software development initiatives.
- Establish and maintain best practices for software engineering processes, from design to deployment including an ongoing focus on integrating advancements in new technologies, tools and trends.
- Identify and promote improvements in development methodologies and toolsets to streamline and optimize productivity.
- Identify potential risks to the success of software projects and proactively mitigate them.
- Ensure effective resource allocation and optimize the use of engineering talent across projects.
Qualifications:
- Bachelor's Degree in information Technology, Engineering or related field from an accredited college or university and 12+ years of direct work experience in Engineering and/or related field of which 10+ years of experience in software engineering, with at least 7 years in a leadership or management-level position.
- Proven experience managing matrixed teams and working in a cross-functional environment
- US citizenship required
- Ability to obtain a Public Trust security clearance
- Strong track record of delivering complex software solutions at scale, on time, and within budget.
- Expertise in software development lifecycle (SDLC), architecture design, and system integration processes.
- Excellent leadership, communication, and interpersonal skills, with the ability to influence and inspire teams.
- Strong problem-solving and decision-making abilities, especially in high-pressure situations.
- Ability to manage and prioritize competing demands, ensuring strategic alignment and execution excellence.
- Demonstrated experience with Earned Value Management (EVM) and Risk Management for large complex projects.
Preferred Knowledge and Skills:
- Familiarity with modern software development tools and technologies (e.g., cloud platforms, microservices, containerization, CI/CD pipelines).
- Experience managing teams in a variety of software development methodologies (Waterfall, Agile, Hybrid…)
- Experience with managing Software Engineering complex projects in mission critical software environments
- Advanced certifications in leadership, software engineering, or related fields.

Pay Range:Pay Range $148,850.00 - $269,075.00
