We are hiring a Vice President, Credit Card System Domain Specialist (Hybrid System Analyst) for OCBC Malaysia, as part of our regional cards platform implementation across Singapore, Malaysia and Hong Kong.

This is a strategic role within Group Engineering, designed for a senior cards professional who can anchor Malaysia domain requirements while working closely with regional platform teams.

Role Overview

The successful candidate will act as the Malaysia Cards Domain Anchor, supporting the migration from legacy cards systems (SICS/EBS) to a regional card platform (PowerCARD).

This is a hybrid role (functional + technical) – requiring strong capability in cards domain, system analysis, integration, and migration delivery.

Key Responsibilities

Malaysia Domain Ownership

  • Own Malaysia-specific cards domain (credit & debit issuing)
  • Familiar to international scheme (Visa, Mastercard, etc) and able to handle MyDebit and local regulatory nuances
  • Define source-of-truth across customer, card, account and transaction domains
  • Ensure channel continuity (Mobile, Internet Banking, ATM, etc)

Regional Collaboration (SG / HK)

  • Align Malaysia requirements with regional platform design
  • Differentiate regional standard vs local delta
  • Participate in regional design and governance forums

System Analysis & Engineering Translation

  • Translate business requirements into FSDs, TSDs, mappings and test scenarios
  • Bridge business, engineering, architecture and vendor teams
  • Support API, integration and adapter/aggregator design

Migration, Integration & Delivery

  • Support migration to PowerCARD Issuing
  • Drive data mapping, SIT/UAT, mock runs and cutover
  • Ensure validation of authorization, balance, transactions and reconciliation

Stakeholder Management

  • Engage across business, engineering, operations, vendors and schemes
  • Drive issue resolution and design decisions

  • More than 8 years experiences in cards / payments / banking technology
  • Strong credit card issuing domain knowledge
  • Experience with card systems (PowerCARD, CMS, CardLink, SICS)
  • Hybrid BA/SA capability (business + technical)
  • Experience in APIs, integration, data mapping, SIT/UAT and cutover
  • Ability to work in regional SG/MY/HK model

Skills Required

  • Strong knowledge of cards issuing, authorization, interchange, scheme interfaces, settlement, and rewards
  • Engineering background in Java, Spring Boot, APIs, microservices, and payment systems
  • Experience with high-throughput, low-latency platforms
  • Familiarity with DevSecOps, Kubernetes/OpenShift, and cloud architecture principles
  • Understanding of PCI-DSS, card scheme mandates, and BNM/MAS guidelines
  • Experience with scheme certification and compliance cycles
  • Proven ability to lead engineering teams and deliver complex transformation programs
  • Strong regional stakeholder management
  • Solid vendor management skills
  • Excellent communication, prioritization, and decision-making skills
