The Work: 

ICF is seeking a skilled and motivated Software Developer to join our team in supporting mission-critical federal systems. In this role, you will analyze business requirements, develop software solutions, and support the full software development lifecycle for enterprise applications. The ideal candidate will have experience in designing, developing, testing, and maintaining complex applications while collaborating with technical teams and stakeholders to deliver high-quality software solutions. 

Job Location: 

This position is remote and requires that the job be performed in the United States. If you accept this position, you should note that ICF monitors employee work locations and blocks access from foreign locations/foreign IP addresses and prohibits personal VPN connections. 

  • Our core work hours are 10:00 AM – 4:00 PM Eastern Time, with flexibility to start earlier or work later depending on your time zone. Please note that project meetings may occasionally begin before 10:00 AM Eastern to accommodate client requirements. 

  • Limited travel may be required for customer meetings, team collaboration, or training events.

What You Will Do: 

The selected candidate will be responsible for analyzing business applications, translating system requirements into technical solutions, and developing high-quality software that supports business operations. You will work closely with business analysts, architects, database administrators, and other developers to design, build, test, and implement enterprise applications. The successful candidate will contribute throughout the software development lifecycle while ensuring performance, maintainability, and compliance with project requirements. 

Responsibilities: 

  • Analyze functional business applications and technical design specifications supporting acquisition and contract management, finance, personnel and workforce, and property management functions. 

  • Design, develop, test, debug, and maintain enterprise software applications. 

  • Develop diagrams, process flows, and logic flowcharts to support software design. 

  • Perform software testing, debugging, and troubleshooting to ensure quality and reliability. 

  • Enhance existing software applications to improve performance, reduce processing time, and increase operational efficiency. 

  • Prepare and maintain technical documentation, including program documentation and user guides. 

  • Collaborate with cross-functional teams to implement new application functionality. 

  • Support large-scale database management systems (DBMS) and integrate application components with enterprise databases. 

  • Ensure software deliverables meet project schedules, quality standards, and customer expectations. 

  • Participate in code reviews and contribute to continuous process improvement initiatives. 

  • Provide technical direction to other programmers to ensure development schedules, quality standards, and program deadlines are met. 

  • Write and maintain automated tests that execute in the CI/CD pipeline, and remediate findings from automated code-quality and static application security testing gates. 

Basic Qualifications: 

  • Bachelor's Degree in Computer Science, Information Systems, Software Engineering, or a related technical discipline. 

  • 4+ years of professional experience developing enterprise applications in C# on the Microsoft .NET platform, including ASP.NET Core 6 through 8. 

  • Candidate must be able to obtain and maintain the Public Trust suitability  

  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S. 

What We Would Like You to Bring with You: 

  • Experience analyzing business requirements and translating them into technical solutions. 

  • Experience developing and maintaining Microsoft SQL Server 2019 or later, including stored procedures and data processing logic written in Transact-SQL. 

  • Experience designing, developing, testing, and maintaining complex software applications. 

  • Experience building web user interfaces with JavaScript and React; Vue experience desirable. 

  • Experience developing and deploying applications in an on-premises Windows Server environment. 

  • Experience developing in Microsoft Visual Studio 2022 or later, using Azure DevOps for work item and configuration management and Git for source control; familiarity with Team Foundation Server and TFVC for legacy application sustainment. 

  • Experience delivering web applications that function correctly across Chrome, Edge, and Safari on Windows and macOS clients. 

  • Experience developing Section 508 / WCAG-conformant user interfaces. 

  • Hands-on experience with: 

    • C# and the Microsoft .NET platform (.NET 8), including ASP.NET Core 

    • Microsoft SQL Server and Transact-SQL stored procedure development 

    • Software development lifecycle (SDLC) methodologies 

    • Application architecture and system design 

    • Software testing, debugging, and troubleshooting techniques 

    • Git and Azure DevOps for source control and configuration management; Team Foundation Server / TFVC for legacy applications 

    • Agile development methodologies 

    • RESTful APIs and web services 

    • Enterprise application development 

    • Performance optimization and application tuning 

    • React and Vue.js front-end development 

    • React Native and Expo for mobile front-end development, targeting current major Android and iOS releases 

    • Sustainment and incremental modernization of ASP.NET Core 2.x and earlier ASP.NET applications 

    • C++, Objective-C, and C# with Windows Forms, as customer requirements warrant 

    • HP Fortify static code scanning within Visual Studio 

  • Experience supporting Federal Government programs is preferred. 

  • Experience supporting cloud readiness assessment and migration planning is desirable.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$81,499.00 - $138,549.00
