POSITION SUMMARY:

The Security Operations Center (SOC) Director is responsible for day-to-day operations of the SOC and has overall operational control of the security elements in the operating environment. The SOC Director is also responsible for contributing to the development and production of intelligence-driven decision support products that assess risks to client personnel, operations, strategy, mission, brand, and reputation. In the absence of guidance from the client Director of Security the SOC director shall make operational decisions based on commanders’ intent, SOP’s knowledge and experience. This candidate should be an operationally minded leader and intelligence practitioner who has a passion for analysis, problem-solving, and advising or informing decision-makers. This is a cross-functional role that partners closely with numerous business units across the enterprise. This candidate is also responsible for the operations of the SOC, including personnel management, CCTV and access control, monitoring, incident management, security response dispatching, and incident reporting.  

 

RESPONSIBILITIES 

  • Provide operational oversight of the Security Operations Centers (SOC), including the collaboration between SOC operators, the uniformed guard force, and intelligence analysts. 
  • Conduct daily meetings with Security Operations Program Manager. 
  • Assess the threat environment; manage personnel, and resources to maximize operational coverage while mitigating risk. 
  • Oversee training and development, including onboarding new staff, mentoring supervisors, and creating training programs. 
  • Act as the subject matter expert and provide oversight on security related technology systems, including, but not limited to Video Surveillance Systems (VSS), Video Management Systems (VMS), Access Control Systems (ACS) and information management. 
  • Provide oversight and assistance with access control, access card procedures, access control reports, and CCTV investigations. 
  • Consolidate, produce, review, and approve criminal activity and incident reporting products for delivery to higher level supervisors and client leadership. 
  • Generate intelligence products (self-initiated and directed), incident reports, and daily status reports. 
  • Develop SOC SOPs and systems to ensure vigilant and comprehensive video monitoring and incident detection. 
  • Oversee SOC operators and supervisors, ensuring vigilant and comprehensive video surveillance and proper dispatch of security personnel. 
  • Develop SOPs and automated systems to allow SOC operators to provide proper oversight and guidance to security personnel during security events. 
  • Direct SOC operators and intelligence analysts in effective intelligence collection, analysis, and reporting. 
  • Provide intelligence support that maximizes the capabilities, synergies, and efficiencies of multiple team members and functional areas of expertise to include Travel Risk Management, Operational Intelligence, Protective Operations (Executive Protection), and Protective Intelligence. 
  • Provide risk intelligence support to additional areas to include issue management, enterprise risk management, and geopolitical risk management. 
  • Research issues identified by internal customers for targeted monitoring, analysis, and dissemination. 
  • Data mine various social media platforms for relevant information collection. 
  • Analyze and assess risks and threats to client personnel, operations, strategy, and brand & reputation. 
  • Deliver reports, briefings, and presentations on a routine basis that help reduce uncertainty and answer priority intelligence requirements. 
  • Advise the Director of Security and Security Operations Program Manager on intelligence collection, processing, analysis, and dissemination strategies. 
  • Collaborate with key stakeholders and departments to determine intelligence requirements and market to and expand the function’s reach. 
  • Initiate, execute, and maintain intelligence-sharing relationships inside and outside the organization. 
  • Possess and maintain the necessary skills, qualifications and certifications to provide expert advice on intelligence-related programs, regulations, industry standards, risk assessments, and related issues or questions that may arise. 
  • Coordinate with the uniformed guard force to ensure quick reaction, disruption, and resolution of security incidents. 
  • Conduct technology surveys and assessments of client properties to evaluate VSS and ACS capabilities, identifying gaps, weaknesses, and vulnerabilities. 
  • Conduct threat assessment and predictive analysis of local security issues, likely threats, criminal patterns, radical activist threat potential and patterns, law enforcement response and enforcement, homeless mitigation, and political trends related to prosecution and incarceration. 
  • Conduct surveillance operations and penetration tests on client properties, at all hours, to determine effectiveness of deterrence, detection, denial, and defensive security elements. 
  • Safeguard client worksite, personnel, and highly sensitive and confidential information. 
  • Participate in operational sustainment training, including, but not limited to; legal issues concerning trespassing, enforcement actions, and procedures; legal issues in relation to citizen use of force and citizen arrest; homeless mitigation and management of aggressive behavior; active shooter response and mitigation; use of force and physical methods of arrest; report writing; additional training as directed. 
  • Provide oral and/or written briefings to client staff, senior leadership, and business area representatives. 
  • Other services and support as needed. 

 

 

QUALIFICATIONS: 

  • 10+ years’ operational experience managing a Security Operation Center, Fusion Center, Emergency Operation Center, Command and Control Center or similar security and intelligence center operation. 
  • Relevant degree e.g. International Relations, Intelligence Studies, International Security Studies or equivalent experience. 
  • Experience in physical security and technological security systems (CCURE, Intellicene, Lenel, AMAG, Genetec, Avigalon, Milestone, SV3, HID, Everbridge, etc.). 
  • Excellent understanding of security operations and physical security. 
  • Ability to think critically, write objectively. 
  • Ability to work in a high-pressure, fast-paced, rapidly changing work environment. 
  • Strong verbal and written communication skills and experience. 
  • Able to write clearly, simply, and compellingly in English. 
  • Ability to complete assignments independently at prescribed deadlines. 
  • Experience with Intelligence Tools (Flashpoint, LexisNexis NC4, Navigator/LifeRaftDataminrFactal, TX360, Shadow Dragon, etc.). 
  • Able to build good relationships internally/externally and establish credibility quickly. 
  • Organizational skills, ability to prioritize, manage own time. 
  • Ability to take initiative and pro-actively deal with routine matters and work with limited supervision in a pressured environment.
