2ndWave LLC (2ndWave) is seeking a Subject Matter Expert (SME) Business Analysis and Facilitation specialist to provide business analysis and facilitation services in support of an anticipated Federal contract in the Washington, DC metropolitan area.

Position Summary

The SME Business Analysis and Facilitation specialist is an expert in analyzing business processes, identifying areas for improvement, and facilitating discussions to develop solutions aligned with organizational goals. This role gathers and documents requirements, collaborates with stakeholders, and ensures successful project implementation, acting as the liaison between VER business units and technical teams throughout the project lifecycle. This is a Key Personnel position under the resulting task order.

Essential Duties and Responsibilities

• Facilitate cross-functional collaboration across VER, FOD, USCIS, DHS, and the broader immigration enterprise (e.g., SSA, DOL, DOS, and other federal, state, and local agencies) to reach beneficial program outcomes.

• Ensure policy and operational alignment through regular coordination meetings, documented action items, and tangible process improvements.

• Deliver detailed business requirement documentation, including process flow diagrams, use cases, and functional specifications, applying knowledge of immigration policy and the USCIS IT landscape.

• Support Agile adoption and governance, including maintaining Agile project management artifacts such as sprint plans, retrospectives, and risk logs with version control.

• Establish and maintain governance artifacts (e.g., RACI charts, project charters, gate reviews) to support consistent oversight and accountability.

• Develop change management strategies for business process transitions, including identification of beta/shadowing approaches for technology insertion and development of an operational ready-line strategy.

• Support workforce training and stakeholder engagement, including identifying and preparing end users for alpha/beta feature testing and conducting user acceptance testing (UAT) with documented feedback loops.

• Support operational readiness by applying expert knowledge of immigration policy impacts to conduct alternatives analysis, collaborating with SMEs to develop decision criteria and weigh pros, cons, risks, and project metrics.

• Implement knowledge management tools to capture lessons learned and best practices for continuous improvement.

• Conduct retrospective analyses, process reengineering, implementation planning, organizational design, and organizational impact assessments; recommend improvements including policy and guidance development.

• Implement Lean and Agile frameworks and measure impact through performance metrics and user satisfaction tailored to USCIS operational needs.

• Develop and refine Agile tools, roadmaps, studies, and governance models in collaboration with USCIS to address new requirements, features, and process opportunities.

• Support reporting of project and product implementation, including recurring reporting, repeatable artifacts, and detailed post-deployment reports covering performance metrics, lessons learned, and improvement recommendations.

Minimum Required Qualifications

• Education: Bachelor's degree in Business, Information Systems, or a related field.

• Experience: Minimum of 8 years of experience as a business analyst or SME, including at least 5 years supporting federal programs in process optimization, requirements analysis, and system integration with a focus on immigration.

• Certification: Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent.

• Five years of experience with immigration policy, exposure to the agencies and offices operating within the immigration ecosystem, and familiarity with the DHS systems used for identity management and immigration status verification.

Required Skills and Competencies

• Expertise in requirements gathering, process mapping, and workflow optimization.

• Strong understanding of Agile methodologies, testing, and system deployment.

• Ability to translate complex technical concepts into actionable business solutions.

Compensation

The compensation for this position is determined based on a wide variety of factors, including but not limited to an individual's skill set, experience, training, certifications, and education, as well as business needs and internal equity. A reasonable estimate of the current compensation range for this position is $140,000 – $160,000.
