The Public Sector Program Management & Operations Manager will lead and strengthen our Public Sector Sales organization by supporting operational excellence. This role improves sales productivity, supports public sector contracts and contract management, supports public sector RFPs and RFP management, enhances process discipline, and supports revenue growth through streamlined workflows, high-quality analytics, and impactful proposal contributions. The ideal candidate is highly organized, analytically strong, and experienced in technology services in the public sector with a proven ability to support sales teams. This role also works cross-functionally with Delivery, Operations, Partner and Alliances, Finance, Legal, and Contracts teams to ensure operational excellence. 

Candidates are required to be on-site 2-days a week in NiCE's office locations. Richardson, TX; Hoboken, NJ; Salt Lake City, UT, or Atlanta, GA

How will you make an impact?

Proposal Management & Contract Support: 

  • Oversee and manage the process for all incoming proposals, public sector contract windows, RFP/RFI requests, ensuring timely responses, tracking, and outcomes. 
  • Track and align with sales on public sector contracting requirements, openings, and lifecycle management of the agreements in place 

Contract Management & Strategy:  

  • Develop and execute a forward-looking state and cooperative contract strategy aligned to go-to-market priorities; anticipate procurement needs 12–18 months in advance and establish required vehicles ahead of revenue timelines. 
  • Establish, expand, and renew statewide and cooperative contracts to include new products, services, and pricing models that support growth objectives. 
  • Track contract utilization and performance, identifying opportunities to optimize scope, usability, and adoption across priority markets. 

Sales Operations & Process Optimization: 

  • Maintain and enhance CRM workflows (Salesforce preferred), data accuracy, and sales tool utilization. 
  • Lead forecasting, pipeline management, and sales performance reporting. 
  • Provide insights on pipeline health, win/loss trends, and revenue drivers to support strategic decision-making. 
  • Assist with strategic planning, quota setting, and territory alignment. 
  • Identify inefficiencies in sales workflows—such as proposal turnaround, SOW generation, and customer onboarding processes—and implement improvements. 

Have you got what it takes?

  • Bachelor’s degree in Business, Operations, or a related field 
  • 5+ years of experience in sales operations, revenue operations, or business operations, ideally within technology services. 
  • Strong understanding of SaaS models 
  • Deep familiarity with Public Sector contracting processes (RFPs, SOWs, IDIQs, BPA call orders) and commercial procurement practices. 
  • Advanced proficiency with CRM systems, sales enablement tools, and automation processes for contract reviews and approvals. 
  • Exceptional communication, analytical, and project management skills
  • Ability to work cross-functionally in a fast-paced, highly technical environment. 
  • Skilled at developing and presenting executive-level communications and data visualization. 

Preferred Skills/Experience 

  • Experience in Public Sector technology, consulting and assessment
