The successful candidate will be responsible for overseeing the day-to-day delivery of our district heating installation works at Worthing, a live, publicly accessible seafront and conservation site. This is a HIGH RISK project under Hemiko’s HEM-GEN-PRO-HS-008 framework, so the role requires full-time, on-site presence to manage safety, quality and programme across all active work zones, from installation through to commissioning.


We are looking for an experienced, safety-conscious Site Manager with a strong background in district heating pipework installation and deep excavation works, confident coordinating multiple subcontractors on a live public site, and comfortable taking full ownership of Permits to Work, RAMS and CDM 2015 compliance. You will hold a valid SMSTS or SSSTS certificate, CSCS card, First Aid at Work certificate and a full UK driving licence.

The Role

As a Site Manager you will be part of our Internal Delivery team, responsible for the installation of district heating networks nationwide, with direct responsibility for the Worthing site. You will collate technical paperwork, create and implement works programmes, undertake labour resource planning and call-off, act as the first point of contact for installation teams and clients, and monitor outstanding works to keep the project progressing safely and to programme.  


The candidate will need to be comfortable communicating with team members, installation crews, subcontractors, the Project Manager and Hemiko’s clients on site. They will be personable and a good communicator.


Key responsibilities:

  • Working under the direct supervision of the Project Manager
  • Lead by example and embed a safety culture, promoting Hazard and Near Miss reporting
  • Ensure all works are carried out safely and that supervisors and teams comply with relevant legislation and regulations
  • Conduct RAMS evaluations, pre-start briefings, Toolbox Talks, point-of-work risk assessments, site inspections and incident reporting
  • Issue and manage Permits to Work (PTW) for all high-risk activities, including mid-permit monitoring checks
  • Actively supervise all active work zones, with a minimum of two inspections per zone per day
  • Coordinate installation works with multiple subcontractors and stakeholders, including verifying Traffic Management arrangements at all excavation pits
  • Identify and expose faults on buried networks that do not meet project specifications
  • Manage pedestrian and public protection across the site, controlling access to excavations and other high-risk areas
  • Order materials, handle deliveries and support commissioning activities
  • Attend weekly site meetings and report progress and concerns to the Project Manager
  • Maintain daily site records, QA packs and logs, reporting progress and budget matters to senior management
  • Ensure compliance with CDM 2015 Regulation 12 and Hemiko’s HEM-GEN-PRO-HS-008 high-risk project framework
  • Complete weekly formal Health & Safety inspections and submit the weekly H&S summary to the Construction Director
  • Oversee environmental compliance, including COSHH substance management
  • Share lessons learnt with the wider organisation and embed a near-miss reporting culture

Desirable Experience

  • Experience working with deep excavations and associated work activities
  • Knowledge of NRSWA street works requirements, ideally with supervisory accreditation
  • Experience installing buried district heating pipework
  • Proficient with Procore, Microsoft Excel, Word and Adobe
  • Good IT, maths and bookkeeping skills
  • Experience creating and implementing Safe Systems of Work (SSOW) and RAMS, and issuing permits where required
  • Ability to work from construction-use drawings and support re-design where appropriate
  • NEBOSH General or Construction Certificate
  • Experience working in a conservation area or seafront/coastal environment
  • Strong communication skills, able to explain specifications and technical documents to a diverse team
