工場全体のトレーニングと能力開発を計画・提供し、人材育成とトレーニング構造（カリキュラムや学習体系）を設計・維持することで、組織全体のコンピテンシー向上とコンプライアンス確保をリードする。
Key Responsibilities:
- Job grade に応じたトレーニング計画の策定と提供
- 必要なスキル・コンピテンシーに基づく能力開発・人材育成の推進
- 新入社員向け導入プログラムの管理
- 入社、異動、昇格など人員異動時に必要な教育訓練の適切な実施・管理
- 学習項目・カリキュラムの設計、更新、維持管理
- トレーニング構造（体系・プロセス）の構築と継続的な改善
- 教育の効果を評価する仕組みの構築・運用
