The Signal System Timing and Operations (SSTO) section is part of the Mobility and Safety Division. The SSTO section is responsible for optimizing (retiming) new and existing signal systems, as well as establishing policies, procedures, practices, and standards for signal system timing Statewide.
This position is an Engineer II level signal system timing engineer that is responsible for applying engineering principles and knowledge to the optimization of traffic signal system timing and reviewing plans prepared by Private Engineering Firms (PEFs). Responsibilities include the design, preparation, implementation, and optimization of traffic signal system timing plans; evaluation of proposed traffic signal system operations; aiding the Divisions in resolving traffic signal system problems; and evaluation of plans prepared by PEFs. Traffic signal system timing plans must be accurate and provide efficient traffic signal operations and safety for the traveling public, conform to national standards, state standards and laws, and good engineering practices. The use of various traffic signal modeling software packages, including Synchro, SimTraffic, Tru-Traffic, Translink 32, Centracs and Kinetic Signals, is required to analyze and design traffic signal systems. Position provides technical experience, technical analysis, and aid to municipalities involving citywide computerized traffic signal systems. Position requires good communication skills and the ability to work with various NCDOT personnel, municipalities, private engineering firms, and contactors. Ability to explain complex engineering concepts and related facts in a clear, concise, and organized manner. Ability to independently make recommendations and/or decisions that require specialized engineering knowledge. Ability to serve as a technical expert in traffic signal system timing. Working independently and frequent, sometimes overnight, travel is required.
Management prefers:
Applicant is expected to have the ability to work cooperatively in collaboration with diverse stakeholders. Applicants must have a valid State of North Carolina Class C Driver’s License. Registration as a Professional Engineer in the State of North Carolina is desirable. Work requires ability to safely and frequently travel long distances to conduct outdoor, day and night field investigations through the full range of live traffic, environmental, and terrain conditions.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC18 $63,927.00-$111,871.00

Management prefers applicants with the following:

  • Demonstrated ability to read, review, and interpret engineering plans.
  • Demonstrated ability to apply engineering concepts to solve complex problems.
  • Demonstrated ability to communicate effectively with engineers, members of the public, public officials, and NCDOT personnel.
  • Experience writing memos, technical reports, and emails that clearly convey technical information and engineering concepts.
  • Working knowledge of traffic signal timing, phasing, and operations.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
