Compliance Manager – Based in Carlisle, but responsible for all Cumbria PPP operations across Cumbria

Up to £45,177 per annum DOE

Car Allowance: £4,620 per annum

37.5 hours per week – Monday - Friday


In this role, you will play a key role in managing risk, promoting a positive safety culture, and enhancing Safety, Health, Environment and Quality (SHEQ) performance across the Cumbria contract.  This role will report directly into the Cumbria Contract Director and support the H&S Business Partner for Treatments.  You will provide expert SHEQ advice and guidance to operational sites, ensuring compliance with relevant legislation, company standards, and contractual requirements.  Working closely with contract teams, you will support the implementation of best practice, drive continuous improvement initiatives, and help embed a proactive SHEQ culture throughout the business.  You will collaborate with a range of departments and stakeholders to understand operational SHEQ objectives, identify opportunities for improvement, and deliver practical solutions that support business performance.  Building and maintaining strong relationships across both major and smaller operational sites will be essential to ensuring consistent SHEQ standards and sustainable improvements.  In addition, you will support the wider SHEQ obligations associated with the 25-year Public Private Partnership (PPP) contract with the Local Authority, helping to ensure compliance, performance, and the successful delivery of long-term contractual commitments.


Your key responsibilities

  • Provide expert SHEQ advice and guidance to operational sites, ensuring compliance with relevant legislation, company standards, and contractual requirements.
  • Working closely with contract teams, you will support the implementation of best practice, drive continuous improvement initiatives, and help embed a proactive SHEQ culture throughout the business.
  • Support the H&S Business Partner for Treatments in the implementation of the SHEQ Strategy for the Division and ISO / ISRS so far as it relates and, where required, the Municipal business
  • Apply specialist knowledge of SHEQ to support and coach colleagues as they manage operational and change risks.
  • Oversee/conduct accident and learning event investigations to ensure proper reporting, analysis, and follow-up actions.
  • Ensure SHEQ procedures and systems are implemented, and that they are fully understood by competent follow-up to allow all relevant UK legislation to be complied with.
  • Ensure all accidents, incidents, near misses and non-conformities are correctly reported and investigated in accordance with corporate and divisional procedures.  Work with the site teams to encourage a high level of reporting and timely close out of actions identified for the raised concerns/incidents/accidents, etc.
  • Carry out regular SHEQ inspections of contract sites with colleagues/client.
  • Fulfil all Private Partnership (PPP) contract SHEQ requirements.

Essential criteria for this role:

  • At least 2 years’ experience in a similar role with NEBOSH General Certificate as a minimum.
  • Experience working in a safety, health & environmental capacity on operational sites.
  • Experience of creating, maintaining and developing Health, Safety & Environmental management systems / processes compliant to ISO 9001, 14001 and 45001.
  • Demonstrable success in supporting the development and implementation of SHEQ strategies.
  • Experience of Health, Safety & Environmental legislation and developing best site practice
  • Valid Driving Licence.
  • Prepared to travel nationally as and when required to support the company.

Skills Required

  • At least 2 years' experience in a similar role
  • NEBOSH General Certificate
  • Experience working in a safety, health & environmental capacity on operational sites
  • Experience creating, maintaining and developing HSE management systems compliant to ISO 9001, ISO 14001 and ISO 45001
  • Demonstrable success supporting development and implementation of SHEQ strategies
  • Knowledge of Health, Safety & Environmental legislation and best site practice
  • Valid Driving Licence
  • Prepared to travel nationally as required
