Overview:

The CDC Foundation is seeking a highly skilled individual to serve as the Senior Technology Advisor for the Kentucky Rual Health Transformation Program. This position serves as a strategic leader and subject matter expert responsible for aligning technology initiatives across rural health programs, with a primary focus on coordinating integration, interoperability and collaboration with the Kentucky Health Information Exchange (KHIE).

This role ensures that RHT technology investments are cohesive, scalable, and aligned with statewide data-sharing infrastructure, while supporting rural providers in adopting and optimizing health IT solutions. The Advisor bridges policy, clinical and technical domains to enable effective transformation across rural health systems.


Qualifications:


· Bachelor’s degree in Health Information Technology, Computer Science, Healthcare Administration or related field (Master’s preferred).

· 8–12+ years of experience in healthcare IT, health information exchange, or digital health strategy.

· Demonstrated experience with interoperability frameworks (e.g., FHIR, HL7, APIs).

· Experience working with Health Information Exchanges (HIEs), preferably KHIE or similar statewide HIEs.

· Strong understanding of rural healthcare environments, challenges, and delivery systems.

· Proven ability to lead cross-functional initiatives and influence without direct authority.


Responsibilities:


Strategic Leadership & Advisory

· Provide executive-level guidance on technology strategy for Rural Health Transformation initiatives.

· Serve as a trusted advisor to program leadership, state stakeholders, and partner organizations.

· Align RHT technology efforts with statewide health IT priorities, including interoperability and data exchange goals.


KHIE Coordination & Integration

· Act as the primary liaison between RHT programs and KHIE.

· Ensure alignment of RHT technology projects with KHIE architecture, standards, and services.

· Identify opportunities to leverage KHIE for data exchange, analytics, reporting, and care coordination.

· Facilitate integration of participating providers, systems, and vendors into KHIE infrastructure.

· Coordinate technical requirements, onboarding processes, and ongoing connectivity strategies.


Interoperability & Standards

· Promote adoption of interoperability standards (e.g., FHIR, HL7) across RHT initiatives.

· Ensure technology solutions support seamless data sharing across providers, payers, and public health entities.

· Advise on data governance, privacy, and security best practices in alignment with state and federal regulations.


Program & Project Support

· Collaborate with RHT project teams to evaluate, design, and implement technology solutions.

· Provide oversight and input on vendor selection, system architecture, and implementation approaches.

· Identify risks, dependencies, and opportunities for standardization across projects.


Stakeholder Engagement

· Engage rural providers, health systems, community partners, and state agencies to understand needs and barriers.

· Translate technical concepts into actionable insights for non-technical stakeholders.

· Support change management and adoption of new technologies in rural settings.


Performance & Continuous Improvement

· Monitor effectiveness of technology integrations and KHIE connectivity across RHT initiatives.

· Recommend enhancements to improve data quality, usability, and impact on care delivery.

· Support development of metrics and reporting frameworks leveraging KHIE data.

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and Kentucky Department for Public Health in order to best support the Kentucky Department for Public Health in their public health programming.

This position is currently a hybrid position. CDC Foundation retains the right to make adjustments to this as required.
