The Senior Technical Project Manager will lead the coordination, execution, and oversight of development and maintenance & operations (M&O) initiatives for the Vermont Health Insurance Exchange (HIX). This role requires a seasoned project management professional with deep technical expertise, proven leadership skills, and the ability to drive enterprise-level infrastructure projects to successful completion.
The Senior Technical Project Manager will serve as the primary liaison between technical teams, engagement leadership, and client stakeholders, ensuring that all infrastructure solutions meet contractual obligations, align with industry best practices, and adhere to state and federal compliance standards. This position demands a proactive leader who can balance strategic vision with hands-on execution, fostering collaboration across multidisciplinary teams while maintaining accountability for scope, schedule, budget, and quality.
You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
  • Stakeholder Engagement & Communication:
    • Prepare and deliver executive-level presentations, dashboards, and status reports to internal and external stakeholders
    • Facilitate cross-functional meetings, workshops, and technical reviews to ensure alignment and transparency
    • Escalate technical and operational issues, driving resolution and maintaining client confidence
  • Strategic Leadership & Governance:
    • Provide guidance on technical industry standards and trends
    • Establish and enforce project governance frameworks, ensuring adherence to PMO processes, service level agreements (SLAs), and compliance requirements
    • Serve as a trusted advisor to client leadership, offering strategic recommendations on infrastructure modernization, scalability, and risk mitigation
  • Project Planning & Execution:
    • Develop and manage comprehensive project plans, including dependencies, milestones, earned value analysis, and resource allocation
    • Work with project leads to assign responsibilities across technical and functional teams, ensuring accountability and timely delivery of project tasks
    • Oversee multiple concurrent projects, balancing priorities with organizational and client objectives
    • Manage project budgets and track actuals against forecasts
  • Risk & Compliance Management:
    • Proactively identify risks, issues, and dependencies using metrics, stakeholder feedback, and predictive analysis
    • Implement mitigation strategies and contingency plans to safeguard project outcomes
    • Ensure compliance with state and federal security policies, including the protection of FTI, PHI, and PII data
  • Continuous Improvement:
    • Champion process improvements, knowledge sharing, and adoption of emerging technologies
    • Mentor junior project managers and technical staff, fostering a culture of accountability, innovation, and professional growth

Required Qualifications:
  • 7+ years of progressive Project Management experience, with 3+ years in a senior or lead role
  • Hands-on experience with enterprise network, server, and system appliances
  • Demonstrated success managing enterprise-level infrastructure projects in complex, regulated environments
  • Expertise in project management methodologies (Waterfall, Agile, hybrid approaches) and tools (eg, MS Project, Azure DevOps)
  • Proven excellent ability to express complex concepts professionally in written form
  • Proven solid interpersonal and communication skills, with the ability to interact successfully with leadership and help build consensus across diverse stakeholders

Preferred Qualifications:
  • PMP, PgMP, or equivalent project management certification
  • Proven experience managing budgets and complex vendor relationships
  • Background in implementing highly secure applications and managing sensitive data (FTI, PHI, PII)
  • Familiarity with state and federal healthcare IT policies, including CMS and HIPAA compliance

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $112,700 to $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
