Job Summary
The Pension Application Development Team (PAD) is looking for a Senior Technical Business Systems Analyst to support our Digital Services Platform (DISP).
The Senior Technical Business Systems Analyst will be the primary owner of business-to-technology translation for our Member portal APIs and data flows. You will shape how requirements are framed and ensure that HOOPP pension data, rules, workflows, audit needs, and edge cases are accurately represented in the platform orchestration APIs. The Senior Technical Business Systems Analyst will proactively identify ambiguity, risk, rule conflicts, data gaps, and downstream impacts before they reach engineering or production. What you will do:
API and Data Flow Analysis
Lead analysis and definition of DISP Orchestration / Backend-for-Frontend API requirements for new member portal digital experiences.
Own API functional contracts from a business systems perspective, including inputs, outputs, payload fields, validation rules, transformations, source-of-truth logic, error conditions, edge cases, and acceptance criteria.
Document read, write, and long-running operations clearly, including what is synchronous, what is asynchronous, what is cached, what is workflow-driven, and what must be reconciled.
Map end-to-end data lineage across core systems, DISP proxy services, orchestration APIs, cache or member data stores, Contentful or front-end configuration points, and React-based user experiences.
Translate complex pension rules into deterministic system behaviour that engineers, QA, Product, Architecture, and business stakeholders can all understand and validate.
Partner with API Integration Engineers to ensure APIs reflect business intent and user-experience needs rather than simply exposing legacy system constraints.
Define field-level rules for entitlements, member status, eligibility, suppression logic, conditional display, fallback behaviour, timeout/error states, and audit-sensitive transactions.
Analyze data impacts for scenarios such as member profile updates, beneficiary changes, pension projections and calculations, notifications, messages, secure documents, and dashboard personalization.
Identify data-quality issues, source-system limitations, rule conflicts, latency risks, caching risks, and security/privacy implications before requirements move into build.
Maintain traceability from BRDs and FDS artifacts through API requirements, ADO work items, test scenarios, defects, release scope, and operational acceptance criteria.
Ensure requirements account for auditability, regulatory expectations, privacy, member-impact risk, data stewardship, and supportability in production.
Agile and Collaboration
Work directly with Product Owners, business subject matter experts, Architecture, API Integration Engineers, Front-End Engineers, QA, Security, Privacy, Data, Operations, vendors, and delivery leads.
Write engineering-ready ADO requirements with precise acceptance criteria, clear business rules, data mappings, payload expectations, non-functional considerations, and testable outcomes.
Run or support API mapping workshops, requirements walkthroughs, data lineage reviews, integration design reviews, defect triage, backlog refinement, sprint planning, demos, and release-readiness reviews.
Review API designs, payload examples, mapping documents, FDS content, test cases, and defects to validate alignment with documented requirements and pension rules.
Proactively surface integration risks, data gaps, rule conflicts, cross-squad dependencies, and downstream system impacts in a way that helps leaders make informed decisions.
Challenge assumptions from business or technology teams when proposed designs increase risk, reduce auditability, create brittle dependencies, or misrepresent pension rules.
Build strong working relationships across HOOPP and partner teams to improve delivery predictability, requirement quality, and platform trust.
Delivery and Governance
Own the analysis path from early discovery through design, build, testing, implementation, operational readiness, and post-release learning for API and data-flow workstreams.
Support QA by ensuring test scenarios cover normal flows, edge cases, negative paths, source-system failures, retry behaviour, stale data, cache behaviour, permissions, and downstream workflow impacts.
Support release planning by identifying analysis dependencies, unresolved business decisions, data readiness issues, API contract changes, migration considerations, and operational readiness gaps.
Maintain a practical view of traceability so that business requirements, functional specifications, API requirements, test coverage, and defects remain connected.
Partner with engineers and architects on trade-offs involving synchronous APIs, asynchronous workflows, caching, eventual consistency, source-system ownership, performance, and user-experience outcomes.
Help establish DISP as a trusted abstraction layer for new Member portal by improving requirement consistency, API contract clarity, data-flow transparency, and cross-channel reuse.
Contribute to production readiness by validating support scenarios, operational procedures, exception handling, audit trails, reconciliation needs, and defect resolution paths.
Create reusable analysis artifacts, examples, and standards that raise the maturity of API and data-flow analysis across the program.
What you bring:
8+ years of total business analysis, business systems analysis, product analysis, or technology delivery experience combined with 5+ years of focused experience on API-first, integration-heavy, data-centric, or service-oriented platforms.
Experience with Python, SQL and data modeling.
Experience with end-to-end delivery of large-scale, multi-system programs involving digital platform modernization, core system decoupling, or enterprise re-platforming.
Deep experience documenting integration and orchestration layers, including API schemas, request/response payloads, validation rules, source-system mappings, transformations, error handling, and edge cases.
Experience working directly with engineers on API contracts, data models, payload examples, workflow behaviour, and implementation questions.
Strong ability to translate complex business rules into deterministic system behaviour, clear acceptance criteria, and testable functional requirements.
Ability to identify ambiguity, missing rules, unclear ownership, downstream impacts, operational gaps, and data risks before they become defects or delivery blockers.
Comfortable challenging assumptions constructively and influencing solution direction through clarity, evidence, and strong problem framing rather than formal authority.
Strong communication skills with the ability to move between executive, business, architecture, engineering, QA, and operations audiences.
High autonomy, strong judgement, curiosity, and the ability to balance speed, correctness, member impact, compliance, and long-term platform quality.
Strong understanding of how member or customer data should be secured, validated, audited, and exposed safely through digital channels.
Experience in financial services, pensions, insurance, banking, benefits administration, healthcare, government, or other regulated/high-trust domains with sensitive personal data is an asset.
The expected annual base salary range for this role is: $86,000 - $131,000 CAD
The actual base salary offered to the successful candidate may vary based on multiple factors including, but not limited to, individual's expertise and level of experience applicable to the role they are being offered.
This role is eligible to participate in discretionary incentive plan(s), subject to the terms and conditions of the applicable incentive plan text.
