The Commercial and Supply Chain Management (“C&SCM”) function under CLP oversees the operating company’s circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend.
C&SCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. Existing Category Groups include Construction & Operations, Assets & Equipment (Generation and Transmission & Distribution), Customer & Corporate, Fuels, IT & Telecom. We are looking for a high caliber and experienced procurement professional to join the team for Construction & Operations (“C&O”).
C&O covers a range of critical categories:
- Construction includes Building and Civil Construction Works, Cable Trenching and Installation Works, Overhead Line Works
- Operation Includes Building Estate and Facilities Management, Logistics and Warehousing, Hardware (Generation and Power Systems), Personal Protection Equipment, and Recycling and Disposal.
The team is responsible for planning and delivering all procurement activities across the source-to-pay lifecycle, relationships with strategic partners and supply chain risk management.
Key Responsibilities:
Reporting to the team’s Principal Manager – C&SCM, the position will support key activities across the procurement and supply chain management end-to-end lifecycle mainly for Construction team:
- Category expertise. Directly support and implement category domain and leading practice expertise in the following areas of spend, covering,
- Building Works, Building Refurbishment Works, and Civil Works
- Construction related consultancies and services
- Demand Management. Actively engage business stakeholders to identify and manage opportunities pipeline.
- Category Management. Support the development and implementation of long-term Category Business Plans and project-specific procurement contracting strategies which maximize value and benefits delivered to the company.
- Sourcing & Contracting. Hands-on execution on market engagements including suppliers’ market research, supplier proposal evaluations, commercial & contract negotiations, award recommendations and post-award commercial/claims & contract management.
- Supplier Management. Support implementation of Supplier Relationship & Management (SRM) framework, performance management and new supplier development.
- Risk Management. Support the development and implementation of effective supply chain strategies to manage CLPP’s business and operations risk exposure with key suppliers (including supply availability, reliability, cost and sustainability).
- Innovation and Partnership. Support the development of long-term partnerships with strategic suppliers and drive innovation to realize continuous improvement opportunities.
- Governance. Ensure user compliance with end-to-end procurement policies, processes and procedures whilst driving commercial effectiveness and strong business ethics.
Requirements:
- Minimum 3 years’ relevant work experience.
- University degree in Building, Construction, Engineering, Quantity Surveying or other relevant supply chain and procurement discipline, subject to work experience in commercial/procurement role.
- First-hand experience in executing sourcing strategy and contracting, costing and commercial management, with Quantity Surveying (QS) qualification or experience, is preferable.
- Membership and/or qualification from a procurement professional body is an advantage.
- Change advocate with strong interpersonal, communication and stakeholder management skills.
- Agile, customer-centric and innovative thinking. Strong cross-cultural awareness.
- Fluency in English required, fluency in Cantonese and/or Mandarin a distinct advantage.
- Strong proficiency in O365 is required, and experience with Power BI or AI technology is a plus.
