• Lead making plans and proposals to customers on the projects ranging from research and studies and on-orbit service mission. 
• Promotes proposal activities to multiple customers from a technical perspective. 
• In cooperation with the engineering division, review and evaluate the technical feasibility of proposed projects. 
• Plans the personnel, budget and schedule required for the proposal project and defines the work package in the format required for the customer proposal and internal business plan, etc. 
• Lead preparing proposals based on RFI or RFP, etc. as a result of proposal activities and manage their progress. 
• In cooperation with the engineering department, design, analyze and document at the system level
• Compile the results of studies and information collected in each technical field into a proposal.  
• Conducts research and studies related to on-orbit services based on customer contracts. 
  Conducts research and studies and manages projects.  
• Cooperates with other division including engineering division as necessary.  
• Liaise, as necessary, with relevant personnel in projects, engineering, strategy&policy, procurement, contracts, finance, etc. in the relevant divisions of Astroscale (including overseas offices). 
• Carry out other tasks as directed by the superior. 
  
  

• At least 5 years' experience in engineering or project management. 
  
• Skill set required for project management (e.g. delivery, schedule, cost control, risk management) 
  
• At least five years' experience of working closely with relevant departments and others in the preparation of proposals or equivalent documents for customers with a focus on the technical content of aerospace or engineering disciplines. 
  
• A mindset that enjoys tackling a variety of challenges in a developing organization 
  
• Native Japanese or Japanese language skills equivalent to JLPT N1  
  
• TOEIC score of 700 or above or equivalent English language skills (score submission not required)

• Full mission cycle experience from requirements definition, validation, delivery, initial operations and mission operations 
  
• Experience of working on GEO missions (design&development, business development, sales, etc.)
• Experience of working with spacecraft subsystem teams (e.g. Guidance Navigation Control (GNC / AOCS), Command & Data Handling (C&DH / OBDH), Propulsion, Software, Ground Segment, Operations) Propulsion, Software, Ground Segment, Operations). 
  
• Experience in spacecraft design, assembly and testing  
  
• Experience of working with sensitive information in terms of security, technical information management, export control, etc., which requires handling and consideration of sensitive information. 
  
• Experience in supplier management or product procurement 
  
• Basic knowledge of debris removal, EOL (End-of-Life) and on-orbit services
  

＜職務内容/役割・責任＞

• 軌道上サービスに関わる宇宙ミッションや関連する調査研究等に関する顧客への企画提案を行う。
• Salesチーム含め他部門等と連携しながら、複数の顧客への提案活動を技術面から推進する。
• エンジニアリング部門と連携し、提案プロジェクトの技術的フィージビリティに関わる検討及び評価を行う。
• 提案プロジェクトに必要な人員・予算・スケジュールを計画し、顧客提案及び社内の事業計画等に必要な形式でワークパッケージを定義する。
• 提案活動の成果としてRFIやRFP等にもとづき提案書の作成とその進捗管理を行う。
• エンジニアリング部門と連携し、システムレベルの設計・解析、ドキュメント作成を行う。
• 各技術分野で収集した検討結果や情報を提案書としてまとめる。
• 顧客からの契約等にもとづく軌道上サービスに関わる調査研究等を実施する。
• 調査研究等の実施及びプロジェクト管理を実施する。
• エンジニアリング部門や事業開発部門等と必要に応じて連携し実施する。
• 必要に応じて、アストロスケールの関連部署（海外拠点含む）のプロジェクト、エンジニア、政策、調達、契約、ファイナンス等の関係者と連携する。
• その他、上長より指示を受けた業務について、遂行する。
  

<必須条件>

• エンジニアリング、プロジェクトあるいはプログラムマネジメントにおける、5年以上の経験
• プロジェクトマネジメントに必要なスキルセット（例：納入、スケジュール、コスト管理、リスクマネジメント）
• 宇宙機関連または工学的分野の技術的な内容を中心とした顧客向けの提案書またはそれに相当する資料の作成を関係部署等と密に連携し作成した経験（５年以上）
• 発展途上の組織での様々なチャレンジに楽しみながら取り組めるマインドセット
• 日本語を母国語とする、あるいはJLPT N1相当の日本語能力
• TOEICスコア700以上、あるいは同等の英語能力を有すること（スコアの提出は不要）

<望ましい条件> 

• 要求定義から検証、納入、初期運用、ミッション運用までのフルミッションサイクルの経験
• GEOミッションに従事した経験（設計・開発、事業開発、営業等）
• 宇宙機のサブシステムチーム（例：Guidance Navigation Control (GNC / AOCS)、 Command & Data Handing (C&DH / OBDH)、 Propulsion、 Software、 Ground Segment、 Operations）と協業した経験
• 宇宙機の設計・組立・試験に関わった経験
• 安全保障、技術情報管理、輸出管理等の点で機微な情報の取扱いや配慮を要する業務経験を有すること
• サプライヤーマネジメントあるいは製品調達の経験
• デブリ除去、EOL (End-of-Life)、軌道上サービスに関する知識
