We are looking for a Senior Requirements Analyst to join our team and take a key role in the procurement and implementation of a new, modern case management system within a complex public-sector environment.
In this role, you will independently plan, lead, and execute requirements activities, from current-state and target-state analysis to the development of a complete and procurement-ready requirements specification. You will work closely with business and IT stakeholders to optimise processes before identifying where technology and automation can provide additional value.
Key Responsibilities- Plan, structure, and lead end-to-end requirements activities
- Conduct current-state and target-state analysis
- Gather requirements through workshops, interviews, document analysis, and in-depth user interviews
- Lead end-to-end process mapping and identify bottlenecks, manual activities, root causes, and improvement opportunities
- Determine whether improvements should be achieved through process changes, system support, or automation
- Translate business needs into structured business, functional, and non-functional requirements
- Develop use cases for prioritised business and case-management processes
- Define acceptance criteria for key procurement requirements
- Establish requirements prioritisation, traceability, change management, decision logs, and requirement ownership
- Ensure requirements address information security, logging, traceability, and data protection
- Act as the bridge between business and IT stakeholders
- Collaborate with users, legal experts, process owners, IT Architects, and Solution Architects
- Support the preparation and quality assurance of requirements documentation for procurement
Requirements
- Senior / Level 4 competence within Requirements Analysis or Requirements Management
- At least 2 relevant assignments within the last 5 years as a Lead or Responsible Requirements Analyst, developing requirements for the procurement, acquisition, or replacement of a case management system or comparable complex business system
- Proven experience developing requirements specifications used in a public procurement or comparable formal system acquisition
- At least one relevant assignment within a government authority, municipality, or region
- At least 2 assignments within the last 5 years leading current-state and target-state process mapping and translating the results into functional and non-functional requirements
- Proven experience developing use cases, acceptance criteria, and requirements traceability
- Experience defining requirements related to information security, logging, traceability, and data protection
- Strong ability to independently lead complex requirements activities and drive delivery forward
- Excellent spoken and written Swedish
- Good spoken and written English
- Experience with case management systems and case-handling processes
- Experience within regulated or rules-driven environments
- Experience handling requirements involving sensitive or confidential information
- Strong understanding of data protection and privacy requirements
- Experience collaborating with legal, business, architecture, and IT stakeholders
- Can independently own and drive complex requirements initiatives
- Have strong workshop facilitation and stakeholder management skills
- Can translate complex business needs into clear and procurement-ready requirements
- Have a structured approach to requirements governance and traceability
- Understand the importance of information security and data protection
- Can bridge business, legal, process, and technical perspectives effectively

Skills Required
