Job Description:
Parsons is looking for an amazingly talented Senior QC – Site QA/QC Support (Civil – Construction) to join our team! The Senior QC – Site QA/QC Support (Civil) represents PIF-backed national master developer in providing senior-level, site-based civil quality control oversight across assigned construction zones or packages.
The role is responsible for verifying that civil works are executed in full compliance with:
IFC drawings and approved shop drawings
Project technical specifications
Contractual requirements
Saudi codes and authority standards
The position provides hands-on civil inspection leadership, supports package-level QA/QC governance, and ensures contractor compliance through structured site surveillance, defect prevention, and documented verification. This role is execution-focused and site-intensive, with strong emphasis on civil construction quality.
What You'll Be Doing:
Site-Based Civil Quality Control
Conduct and lead inspection of:
Earthworks and subgrade preparation
Foundations and footing works
Reinforcement installation
Concrete works (pre-pour, during pour, post-pour)
Structural elements and Retaining structures
Infrastructure works (stormwater, drainage, utilities)
Roadworks and pavements
External works and hardscape
Training, Knowledge & Awareness
At Senior QC (Site Support) level, training is practical and field-focused:
Conduct toolbox talks on common civil workmanship failures Share lessons learned related to structural and infrastructure works Mentor junior civil inspectors Provide feedback to contractor civil teams on recurring issues Support quality awareness sessions related to specifications and inspection tolerances
Risk Identification & Prevention
Identify high-risk civil activities prior to execution. Recommend preventive inspection strategies. Support early warning reporting of quality risks. Promote defect prevention culture within contractor teams.
Pre-Handover & Documentation Review

Contractor Compliance Monitoring
Perform routine and unannounced surveillance inspections. Identify workmanship deficiencies early. Assess adequacy of contractor civil QC personnel. Enforce adherence to approved procedures and inspection sequences. Escalate repeated non-compliance to the Project Quality Manager.
QA/QC Site Support (Civil Focus)
Support implementation of approved ITPs for civil works. Review civil method statements prior to execution. Verify contractor QC inspection reports and daily logs. Witness field testing activities (soil compaction, concrete slump, cube sampling, etc.). Validate third-party laboratory testing compliance. Ensure calibration status of site testing equipment. Provide technical clarification support to site teams where required.

What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering
12–15 years of civil construction QA/QC experience
Strong site-based civil inspection background

Developer-side or PMC experience preferred
ISO 9001 Internal Auditor certification desirable
Strong technical knowledge of civil construction methodologies
Deep understanding of reinforcement detailing and concrete works
Practical experience with civil Inspection & Test Plans (ITPs)
