Role Overview
We are seeking an experienced Head of Rollout Management to lead large-scale telecom network rollout programs across RAN, Transport, Fiber, Site Acquisition and third-party coordination.
This is a senior leadership role with full accountability for end-to-end rollout delivery, ensuring networks are deployed safely, on time, within budget and to quality expectations, while managing multiple stakeholders in a complex operator environment.
The role is customer-facing and requires strong leadership presence, commercial awareness, and the ability to drive predictable delivery across diverse teams and vendors.
Key Responsibilities
1. End-to-End Rollout Delivery
Own and lead rollout delivery across:
- Radio Access Network (RAN) deployment (greenfield, brownfield, upgrades, modernization)
- Transport rollout (DWDM, IP, leased line dependencies)
- Fiber rollout
- Site Acquisition (SA) lifecycle
- Third-party / Multi Operator coordination
- Ensure seamless execution from planning and design through construction, implementation and handover.
- Act as the single point of accountability for rollout performance.
2. Program Governance & Performance Control
- Establish robust rollout governance, including planning, milestone tracking, progress reporting and executive dashboards.
- Drive disciplined execution using data-driven performance management.
- Proactively manage risks and dependencies; ensure early escalation with actionable recovery plans.
3. Site Acquisition & Permits
- Lead and oversee Site Acquisition strategy, execution and capacity.
- Manage interfaces with landlords, building management, authorities and councils.
- Reduce SA cycle time and minimize rollout delays caused by approvals and permits.
4. Vendor & Partner Management
- Lead multi-vendor rollout ecosystems including civil works, implementation partners and subcontractors.
- Hold vendors accountable for delivery, quality, safety and cost.
- Drive corrective actions, recovery plans and performance improvements where required.
5. Financial & Commercial Accountability
- Own rollout cost control and delivery within approved budgets.
- Identify and mitigate financial risks, cost leakage and inefficiencies.
- Support contract management activities related to rollout scope, changes and claims.
6. Risk, Compliance & EHS
- Ensure full compliance with health, safety, environmental and regulatory requirements.
- Promote a strong safety culture across internal teams and vendors.
- Own rollout risk management (schedule, resource, compliance, financial).
7. Leadership & Team Development
- Lead, coach and develop rollout, program management and site acquisition teams.
- Build strong second-line leadership and succession.
- Create a culture of ownership, accountability and delivery excellence.
8. Stakeholder Engagement
- Senior customer stakeholders (deployment, network, transport, SA leadership)
- Internal engineering, PMO, commercial, finance and EHS teams
- Vendors, partners, authorities and third-party providers
