Description of Work

This position will manage IT projects, supporting overall DHHS PMO processes and methodologies, modifications and enhancements to PMO management processes and project management methodologies; managing IT project activities to ensure adherence to procedures and standards.
There is ongoing Primary responsibility to manage projects of Small to Medium size with relatively simple scope and complexity With Focuses on meeting project commitments, including communications with sponsors, stakeholders, etc. Position could lead one or more smaller or one medium sized project.
This position participates in meetings with DHHS IT project teams, DHHS IT support teams, DHHS IT management, and DHHS IT Division senior support function staff. This position will ensure coordination and communication between DHHS IT projects and the Office of the State Chief Information Officer (CIO), Department of Information Technology (DIT)/Technology Strategy and Standards (TSS), and the DIT/Enterprise Project Management Office (EPMO).
As a Senior Project Manager, you will have:
• Demonstrated in-depth experience in business and technical analysis of medium to large sized projects with high complexity IT projects
• Extensive experience in IT project management, IT Procurements, Vendor/Contract management and QA methodologies, processes and standards
• Extensive documented experience in IT project budgeting, cost estimation, and financial tracking for IT projects
• Demonstrated experience working in a team environment, a matrixed environment and facilitating project/program expectations to both internal and external teams to ensure that the project remains within specified scope and is within time, cost, and quality objectives
• Documented experience developing detailed project plans and schedules, providing work direction and leadership to assigned projects or programs including sub projects and at times, individual project members; including scheduling, assignment of work and review of project efforts using a strong blend of Project Management business analysis and technical experience
• Extensive knowledge Monitoring and auditing project milestones and critical dates to identify potential jeopardy of project schedule while identifying ways to resolve schedule issues, provides required project status reporting, assesses variances from the project plan, gathers metrics, and develops and implements changes as necessary
• Demonstrated experience and ability in leading diverse teams, using “soft skills” or “people skills”, excellent written and oral communication skills, strong conflict resolution and management, excellent creative thinking and problem-solving skills, and attention to detail, analytical thinking and organization skills
• Proactive and quality oriented; and have demonstrated leadership and team-building skills. Should be able to work independently with minimal supervision
• Cited experience in direct client contact with sensitivity and commitment to business problem solving
• Ability to adapt to new circumstances in a changing business environment, good understanding of current and emerging technologies, and how other enterprises are using them to drive digital business

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $105,341.00 - $184,345.00

Recruitment Range: $105,341.00 - $114,878.00

  • Demonstrated ability to manage, organize, and lead large, complex IT projects and multi disciplinary project teams.

  • Hands-on experience identifying, assessing, and mitigating project risks and issues, including effective budget monitoring and control.

  • Strong knowledge of IT vendor management practices and coordination with external partners.

  • Extensive experience with Waterfall, Agile, and Hybrid methodologies, including evaluating alternative solutions and presenting project risks, issues, and technology recommendations to senior leadership.

The ITD division comprises four sections: Implementation and Operations, Strategy and Workforce, Enterprise Technology, and Vendor and Finance.
