Job Description

New York City Housing Authority’s Real Estate Development Department (REDD) is responsible for reinvesting in, restoring, and rebuilding publicly controlled affordable housing. REDD delivers on its mission by securing capital sources and operational expertise through innovative public-private partnerships that center resident voices. REDD’s work is critical to achieving NYCHA’s overall mission to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.

REDD oversees the implementation of the Permanent Affordability Commitment Together (PACT) program, which leverages the federal Project-Based Section 8 program to generate significant funding to modernize NYCHA communities, while preserving residents’ rights and enhancing their quality of life. In addition to the rehabilitation of existing buildings, REDD is also using its tools to rebuild public housing developments and create new housing opportunities for existing NYCHA residents in addition to mixed-income housing, community and commercial uses, public spaces, and other community assets. REDD’s PACT program has delivered nearly $10 billion to over 31,000 homes and will address a pipeline of $6.2 billion in capital needs for over 12,000 homes as of February 2026.
Reporting to the Vice President for Transactions, the Senior Project Manager will serve as the project lead and assist with the financial modeling and analysis of PACT projects and other NYCHA Real Estate Development activities, including potential new construction projects. This role will be expected to work with latitude for independent judgement and decision-making capabilities under the direct supervision of the Vice President for Transactions. The Senior Project Manager will work on a team with technical knowledge related to real estate development, public housing, architecture, planning, and urban design. The key responsibilities for this position include, but are not limited to the following:
- Administer multiple real estate transactions.
- Provide financial analysis and modeling for new construction and preservation projects.
- Review and evaluate due diligence materials as it relates to project financing, including ground leases, loan documents and appraisals.
- Identify, analyze, and make recommendations on potential funding sources, policies, and procedures.
- Prepare planning documents and applications for funding sources.
- Underwrite mortgage or sponsor loans for new construction and preservation projects.
- Assist NYCHA legal department in preparing contracts and closing documents.
- Coordinate financial closings with internal and external parties, including developers, City and State agencies, lenders, and bond underwriters.
- Represent NYCHA in meetings with inter-agency representatives, development partners, lenders, and residents.
- Draft requests for proposals.
- Work closely with colleagues from NYC, NY State, and Federal agencies involved in the development of affordable housing.
- Make presentations to residents, elected officials and community members.
- In the temporary absence of supervisor, may assume the duties of that position.
- Perform other tasks related to housing development finance.
