STV is seeking an experienced Senior Project Manager to support a major redevelopment and public infrastructure initiative in Baltimore, Maryland. This high-profile role will be responsible for managing and coordinating complex capital improvement projects involving multiple private developers, city agencies, utility providers, regulatory stakeholders, and community partners. The ideal candidate will bring extensive experience leading large-scale municipal infrastructure projects, transportation improvements, and stakeholder-driven development programs in urban environments.
This position will play a key role in overseeing approximately $400M in public infrastructure investments supporting a broader $900M+ redevelopment effort. The successful candidate will lead project planning, stakeholder coordination, permitting, design oversight, and implementation efforts focused on roadway, intersection, and public realm improvements designed to enhance safety, mobility, and access throughout the project area. As projects advance into construction, this individual will help build and manage a multidisciplinary STV team supporting program delivery.
Responsibilities
  • Serve as STV's lead project management representative supporting a large-scale municipal development and infrastructure program.
  • Coordinate project activities among public agencies, private developers, utility companies, consultants, and contractors.
  • Manage the planning, design, permitting, and implementation of roadway, intersection, and transportation infrastructure improvements.
  • Facilitate collaboration between stakeholders to ensure project objectives, schedules, and delivery milestones are achieved.
  • Lead coordination efforts with permitting agencies, zoning authorities, utility providers, and other regulatory organizations to secure project approvals and support entitlements.
  • Monitor project schedules, budgets, risks, and overall performance throughout the project lifecycle.
  • Review project designs and construction plans to ensure alignment with program goals and stakeholder requirements.
  • Prepare executive-level reports, presentations, meeting materials, and project status updates.
  • Identify project risks and develop mitigation strategies related to permitting, utility coordination, schedules, budgets, and construction impacts.
  • Support procurement activities, consultant management, and contractor oversight.
  • Conduct field inspections and site visits to monitor project progress and address implementation challenges.
  • Build, mentor, and lead STV project staff as the program transitions from planning and design into construction.
  • Serve as a trusted advisor to the client and represent STV in meetings with senior government officials, developers, and project stakeholders.
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Urban Planning, Architecture, or a related field.
  • 12+ years of experience managing public infrastructure, transportation, roadway, municipal, or large-scale urban development projects.
  • Demonstrated experience coordinating projects involving multiple public agencies, developers, and private stakeholders.
  • Strong background in roadway, intersection, transportation, or public works improvement projects.
  • Experience navigating permitting, utility coordination, zoning, entitlement, and regulatory approval processes.
  • Proven ability to manage large capital projects with complex stakeholder environments.
  • Strong organizational, communication, negotiation, and leadership skills.
  • Experience managing multidisciplinary consultant and project teams.
  • Ability to work effectively in both office and field environments.
Preferred Qualifications
  • Experience supporting redevelopment, mixed-use development, or major urban infrastructure programs.
  • Familiarity with Baltimore City agencies, Maryland permitting processes, and regional utility providers.
  • Professional Engineer (PE), PMP, CCM, or other relevant professional certification.
  • Previous experience managing projects from planning and design through construction and closeout.
Work Environment
This position is based in Baltimore, MD and requires a strong on-site presence. The successful candidate will be expected to work from the client's office approximately 2-3 days per week, with the remaining time spent in the field supporting project activities. As projects move into construction, the role is expected to transition to a more frequent on-site and field presence.

Compensation Range:

$164,279.49 - $187,747.98
