Role Overview

We are seeking a Senior Project Manager to lead a large-scale geospatial application modernization initiative. The project involves upgrading multiple business-critical GIS applications from legacy Geocortex technology to the next-generation VertiGIS platform, while maintaining existing functionality and improving performance, accessibility, supportability, and integration capabilities.

This role requires a highly experienced project leader capable of managing complex technology initiatives, coordinating diverse stakeholders, overseeing budgets and schedules, and ensuring successful project delivery in a structured governance environment.

Key Responsibilities

  • Lead organizational development, strategy development, business planning, and funding-related activities.
  • Gather and define requirements to create and maintain project schedules and integrated project plans.
  • Monitor project costs, forecasts, budgets, and reporting activities.
  • Manage project scope, timelines, deliverables, and resource allocation.
  • Promote project management best practices and adherence to established methodologies.
  • Lead project teams to ensure successful and timely delivery of project objectives.
  • Coordinate project processes and develop guidelines and procedures.
  • Source, onboard, and manage project resources across multiple disciplines.
  • Resolve resource and interpersonal conflicts while maintaining team effectiveness.
  • Establish risk management strategies and proactively address project issues.
  • Present issues, risks, and mitigation strategies to senior leadership.
  • Facilitate steering committees and stakeholder governance forums.
  • Deliver project, program, and portfolio status reporting.
  • Support organizational change management throughout the project lifecycle.
  • Promote project governance, quality assurance, and effective use of technology resources.

Required Qualifications

Project Management Experience

  • Formal Project Management training.
  • Experience leading large, technically complex projects.
  • Experience managing project risks, issues, schedules, tracking, reporting, and delivery.
  • Experience leading multidisciplinary teams involving business and technology stakeholders.

Communication Experience

  • Strong conflict resolution skills.
  • Ability to communicate technical concepts to non-technical audiences.
  • Experience facilitating consensus among diverse stakeholders.
  • Experience coordinating business analysis activities and stakeholder engagement.

Technical Experience

  • Experience leading GIS-based projects utilizing technologies such as ArcGIS Portal and ArcGIS Online.
  • Experience leading IT infrastructure modernization and maintenance initiatives.
  • Experience with Microsoft Azure environments.

Public Sector Experience

  • Experience delivering projects within public sector environments.
  • Experience coordinating cybersecurity, architecture, and governance review processes.
  • Experience leading implementation of enterprise technology solutions within government organizations.

Preferred Qualifications

  • Experience with Esri-based geospatial solutions and GIS platforms.
  • Experience with GIS infrastructure, middleware, databases, monitoring tools, and enterprise applications.
  • Experience with integrated networking technologies, Microsoft Azure, Oracle Spatial, Microsoft Fabric, enterprise storage, and related infrastructure technologies.
  • Knowledge of PMBOK project management principles and methodologies.
  • Knowledge of information management principles and practices.
  • Knowledge of accessibility standards and compliance requirements.
  • Experience evaluating technology solutions and supporting technology acquisition decisions.
  • Ability to manage stakeholder expectations and resolve competing priorities.

Work Arrangement

  • Hybrid role with onsite requirements.
  • Expected onsite presence: 5 days as required by project needs.
  • Successful candidate is expected to work continuously throughout the contract duration.
