The Senior Project Manager – Strategic Development is a development focused leadership role responsible for advancing distributed generation projects—such as Solar PV and Battery Energy Storage Systems (BESS), with potential for other technologies—from initial evaluation through financial close, with continued oversight through commercial operation (COD).

The Senior Project Manager is accountable for aligning internal and external stakeholders, mitigating risks, and ensuring that projects stay on schedule, within budget, and on track to meet key milestones. This individual serves as the primary point of contact for customers, managing communications and driving forward momentum across all project workstreams.

Projects are primarily large Behind-The-Meter (BTM) systems serving high-load, high-reliability customers such as data centers and manufacturing facilities.

Requirements

Project Development Leadership

  • Drive advancement of projects through defined development stages up to Notice to Proceed (NTP).
  • Execute all phases of greenfield and acquisition-driven development, including joint development partnerships.
  • Lead environmental due diligence (e.g., ESA Phase I, wetlands) to validate site feasibility and compliance.
  • Oversee land use and permitting processes including zoning, title, and easements; coordinate with external consultants and permitting agencies.
  • Lead design coordination with engineering, including equipment selection and site layout development.
  • Submit and track interconnection applications; assess technical requirements and impacts to development timeline and budget.
  • Support M&A and joint development transactions through due diligence, contract negotiation, and project evaluation.
  • Track and manage development budgets, schedules, and risk assessments.
  • Partner with the commercial team to prepare and present project packages for Investment Committee review, facilitating approval processes through financial close and NTP.
  • Ensure that development execution is aligned with organizational goals and strategic initiatives.

Stakeholder Engagement and Reporting

  • Serve as the primary customer-facing project manager, maintaining alignment between internal execution and client expectations, drive schedules, manage risks, and resolve roadblocks.
  • Build and manage relationships with permitting authorities, utilities, and project partners.
  • Represent projects in discussions with permitting bodies, customers, and strategic partners.
  • Develop executive-level reporting and project summaries to keep senior leadership informed on project status, risks, and key milestones.
  • Submit project documentation and status updates to external stakeholders, including lenders, financiers, and Independent Engineers, to support due diligence and funding requirements.
  • Maintain project records in development tracking systems and lead regular project update meetings to drive accountability and progress.

Execution Oversight Through COD

  • Support transition from development to execution, including coordination with EPCs and construction oversight.
  • Monitor contractor performance against construction milestones and manage risk proactively.
  • Coordinate with HSEQ, Product, Asset Management, and O&M teams to identify execution risks and resolve design gaps prior to EPC bid.
  • Oversee EPC and subcontractor adherence to contractual milestones and health, safety, and quality requirements.
  • Ensure clear handoffs and accountability as projects move through construction toward COD.

Risk Management and Continuous Improvement

  • Identify development and execution risks early; implement proactive mitigation strategies across the project lifecycle.
  • Conduct post-development and post-construction reviews to capture lessons learned and drive process enhancements.
  • Recommend and support implementation of best practices and improvements to project workflows and systems.
