Blue Cross and Blue Shield of Minnesota is hiring a Senior Project Manager to support Enterprise Ethics & Compliance in Eagan, MN This role is responsible for driving the execution of complex, cross-functional compliance and ethics initiatives that bring structure, visibility, and accountability to critical work across the organization. Serving as a key operational partner to Enterprise Ethics & Compliance leadership, the Project Manager supports high-impact initiatives ranging from corrective action plans (CAPs) and regulatory change implementations to broader operational and compliance improvement efforts. The role coordinates stakeholders across multiple divisions, establishes timelines, KPIs, dashboards, and communication cadences, monitors progress and risks, and ensures timely issue escalation and resolution. By creating clarity, aligning priorities, and providing meaningful insight into organizational progress, this position enables leaders to effectively communicate outcomes and strategic impact to executive leadership, audit committees, and the Board. Success in this role requires strong project management expertise, the ability to influence without authority, and a proven ability to deliver results, foster collaboration, and drive operational excellence in a rapidly evolving environment. 

 

The ideal candidate is an experienced project management professional with a proven track record leading cross-functional initiatives in highly regulated environments, preferably within healthcare, compliance, or risk-related functions. This individual will serve as a central point of coordination across Enterprise Ethics and Compliance, Privacy, Special Investigations (SIU), and business partners, ensuring priorities remain visible, risks are escalated appropriately, and key initiatives stay on track. 

 

Your Responsibilities 

  • Lead, design, and implement complex or major crossfunctional projects and programs. 

  • Lead the development of and maintain project plans, timelines, and deliverables;  

  • Influence and implement overarching communication strategies for key stakeholders across divisions. 

  • Analyze performance and outcomes to identify opportunities for improvement. Socialize go-forward plans with key stakeholders for alignment.  

  • Build strong relationships with internal and external partners to achieve project goals. 

  • Prepare seniorlevel presentations, reports, and datadriven recommendations. 

  • Develop and manage project KPIs and dashboards  to measure progress, identify variances, and provide insights that inform decisions and drive improvement. 

  • Lead the delivery of highquality, crossfunctional solutions within aggressive timeframes, resolving risks and dependencies to ensure alignment and strong stakeholder satisfaction. 

  • Ensure adherence to PMO governance practices including stage-gating, dependency mapping, RAID management, and readiness assessments. 

  • Perform other project support activities as assigned. 

 

Required Skills and Experience 

  • 5+ years of related project management professional experience. All relevant experience including work, education, transferable skills, and military experience will be considered. 

  • Demonstrated ability to drive results and deliver customer expectations. 

  • Strong project management, facilitation, communication, and relationshipbuilding skills. 

  • Ability to independently define problems, analyze data, and develop strategies. 

  • Experience leading teams and making autonomous decisions. 

  • High school diploma or equivalent and authorization to work in the U.S. 

 

 

Preferred Skills and Experience 

  • Bachelor’s degree in business or related field.  

  • Experience in healthcare or related industries 

  • Experience leading complex, cross-functional projects in healthcare, compliance, risk, ethics, privacy, audit, or other regulated environments. 

  • Proven ability to manage projects from planning through implementation while balancing multiple priorities and stakeholders. 

  • Strong skills in project planning, reporting, KPI development, dashboard creation, and executive communications. 

  • Demonstrated success influencing stakeholders and driving accountability without direct authority. 

  • Experience identifying risks, escalating issues, and implementing effective solutions. 

  • Background in process improvement or health behavior change. 

  • Experience with Lean, Six Sigma, or continuous improvement.  

  • PMP certification; Workday, Visio, SharePoint, Power Automate, Power BI, or Power Apps experience.

Compensation and Benefits

$90,800.00 - $120,300.00 - $149,800.00 Annual

Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
