Senior Project Manager - Enabling Works
Abu Dhabi, UAE
Parsons is looking for an amazingly talented Senior Project Manager to join our team! The successful candidate will be responsible for managing a major rail project in UAE on behalf of the Client.
The Project Manager will play a key role in ensuring the successful delivery of all package activities within a high speed rail project. This includes supporting the management and coordination of key stakeholders across all project phases including design, planning, procurement, construction, and operations.
What You'll Be Doing:
- In capacity as the SPM, plan, coordinate, and manage all phases of project delivery from concept through to completion.
- Monitors the PMEC and Contractor’s performance in delivery programs according to the established packaging strategy, including adherence to schedule, cost and standards codes, design coordination activities, and the production of construction tender documentation which would include securing appropriate approvals from the Client and local regulatory authorities.
- Ensures adherence to relevant industry regulations, environmental standards, and safety protocols. Supervises necessary permits and approvals required from relevant authorities.
- Implements quality standards for the project. Conducts periodic inspections to ensure work meets established standards and specifications.
- Manage interfaces between work packages and systems to ensure effective integration.
- Lead stakeholder engagement and provide clear, regular progress reporting.
- Manage contract delivery within the wider programme environment, including change control and reporting.
- Promote collaboration, continuous improvement, and best practice across the project team.
- Leads technical excellence on the project, including furtherance of the quality improvement processes of the Client and Parsons.
- Monitors and reports to Client management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.
- Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, Systems Integration Plan, Testing & Commissioning Plan, and other documents as required.
- Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
What Required Skills You'll Bring:
- Bachelor’s degree and/or have Chartered Engineer Status, with not less than 15 years’ experience in the management of design and/or construction of rail projects, preferably HSR. Master’s degree preferred.
- Demonstrated experience in project management, particularly in enabling works for railway and transit major projects.
- Experience managing multi-disciplinary rail civils packages and interfaces.
- Proven construction management experience.
- Strong commercial and financial awareness within a project or package environment.
- Demonstrated ability to lead teams and manage complex stakeholder environments.
- Excellent written and oral communication and interpersonal skills. Capacity to translate complex technical subjects into clear terms for non-technical leadership and ability to work effectively across multidisciplinary project teams and build strong professional relationships.
- Effective and written skills for client presentations, technical reporting, and internal / external correspondence; ability to effectively present information to key stakeholders as oral required by the client.
- Proven ability to function in a multi-organizational environment by developing relationships that comply with the client’s proactive, collaborative culture.
