Position SummaryThe Senior Program Strategist plays a critical role in supporting the Medicaid business by advancing population health strategy through improvement of the content, usability, and clinical relevance of the Member Journey solution (population health database and reporting), while also supporting the design, implementation, and evaluation of population health programs across Medicaid health plans.
This role bridges population health strategy, analytics, and operations, ensuring that data‑driven solutions and population health programs are member centric, operationally practical, and aligned with Medicaid contractual requirements, quality programs, and state‑specific priorities.
A clinical license is not required for this position.
Key Responsibilities- Serve as a strategic subject matter expert for the Medicaid Member Journey solution.
- Ensure dashboard content reflects Medicaid workflows, quality measures, and population health priorities.
- Partner with analytics teams to define and refine clinical logic, measures, and workflows represented in dashboards.
- Improve usability, clarity, and storytelling to ensure insights are actionable for Medicaid plan, clinical, and operational stakeholders.
- Support the design and implementation of Medicaid population health programs across multiple states and health plans.
- Translate Medicaid clinical strategies and state requirements into measurable program objectives and analytics requirements.
- Collaborate with care management, quality, product, and operations teams to ensure programs are scalable and compliant with Medicaid regulations.
- Partner with analytics teams to evaluate program performance, including quality, utilization, and engagement outcomes.
- Serve as a trusted advisor to Medicaid health plan leaders and enterprise partners on population health strategy and analytics‑enabled decision‑making
- Transform traditional analytics by improving data transparency, enabling actionable workflow insights, and enhancing clinical decision-making.
- 7+ years of experience in population health, clinical strategy, healthcare analytics, care management, quality, or healthcare consulting.
- Demonstrated experience supporting Medicaid or other government‑sponsored health programs.
- Strong understanding of population health management, care management, and healthcare delivery workflows.
- Experience translating clinical concepts into dashboards or decision‑support tools.
- Strong communication and stakeholder engagement skills.
- Direct experience working with Medicaid quality measures, contractual requirements, or state initiatives.
- Familiarity with Medicaid care management, value‑based purchasing, and quality improvement programs as well as population health programs and patient centered interventions.
- Experience with analytics and visualization tools such as Power BI or Tableau.
- Experience using AI to enhance and guide strategic projects and initiatives.
Education
- Bachelor’s degree in health sciences, public health, healthcare administration, or a related field.

The typical pay range for this role is:
$78,331.00 - $168,714.00This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
