ABOUT THE ROLE

We are looking for a senior Program Manager to own the successful delivery of complex customer programmes within our Identity Solutions business. The role combines programme delivery, contract coordination and strong customer-facing responsibility across secure credentials and technology solutions.

You will act as the central point of coordination between our customers and TOPPAN teams, bringing together expertise across Software, Credentials, Supply Chain, Quality, Finance, Legal, Sales, local partners, suppliers and other stakeholders to ensure contractual commitments are delivered.

This is a highly collaborative role with no direct line management. Success depends on strong transversal leadership: creating an effective project core team, aligning experts with different viewpoints, maintaining momentum and representing TOPPAN confidently with customers, including during on-site deployments.

WHAT YOU WILL DO

· Own assigned programmes end-to-end and remain accountable for successful delivery against contractual commitments.

· Manage the key programme dimensions, including scope, planning, financials, contracts, supply chain, quality, risks, issues, changes and dependencies.

· Translate customer and contractual requirements into clear delivery plans and coordinate internal teams, local partners, suppliers and third-party contractors.

· Coordinate technical deliverables across secure credentials, document personalisation and software / technology solutions.

· Build and lead cross-functional project core teams, creating alignment and driving delivery through influence rather than direct authority.

· Work with Legal, Sales and Finance on contract follow-up, supplier agreements, legal risk and back-to-back coverage where required.

· Act as a key customer interface by phone, in writing and on-site; manage expectations, build trusted relationships and support regular programme reviews.

· Represent TOPPAN during deployment phases and coordinate / supervise TOPPAN resources working on customer sites.

· Maintain concise programme reporting to support decision-making and escalate risks or issues at the right level.

· Identify continuous-improvement opportunities and potential add-on or new-business opportunities, working with the relevant commercial teams.

ABOUT YOU

You are a senior, hands-on programme professional who enjoys working at the intersection of customers, technical teams and business stakeholders. You are comfortable taking ownership of complex delivery, making decisions in changing environments and keeping multiple contributors aligned around a common objective.

You bring strong customer presence, clear communication and the leadership maturity to influence without formal authority. You do not need to be the deepest technical expert in the room, but you are curious and technically fluent enough to engage with engineering teams, understand the issues and ask the right questions.

WHAT YOU WILL BRING

· Bachelor’s or Master’s degree in Engineering, Information Technology, Systems Engineering, Electronics, or a related technical field.

· Around 7+ years of programme / project management experience, with demonstrated ownership of complex, technically demanding programmes.

· Strong knowledge of the end-to-end project lifecycle and experience working within a structured programme / project management framework.

· Proven customer-facing experience, including expectation management, stakeholder communication and direct ownership of client relationships.

· Strong transversal leadership skills: the ability to bring experts together, facilitate collaboration, reconcile different viewpoints and drive delivery without direct line authority.

· Hands-on experience in risk, issue and change management, programme reporting and project management tools / techniques.

· Fluent in French and English, both written and spoken; additional languages are a plus.

· Ability to read and interpret technical documentation, specifications and international standards.

· PMP Project Management certification, current and active.

NICE TO HAVE

· Experience in Telecoms, IT, Networks, Infrastructure, Systems Integration or large-scale solution-based software programmes.

· Experience with government identity programmes, eID, ePassport, passport or card technologies.

· Knowledge of relevant ISO standards for passport and card technologies.

WORK REQUIREMENTS

· Must be legally eligible to work in France.

· International travel and customer-site work are required. Travel frequency varies by programme phase; approximately one trip every 1-2 months may be expected on average, with busier deployment periods possible.

TOPPAN is an Equal Opportunity Employer. All qualified applicants will receive consideration for employment without regard to race, gender, sexual orientation, age, color, religion, national origin, veteran status, or disability.

  • Knowledge of the end-to-end project lifecycle and structured program or project management frameworks
  • Customer-facing experience with stakeholder communication, expectation management, and client relationship ownership
  • Transversal leadership experience influencing stakeholders without direct authority
  • Experience with risk, issue, and change management, program reporting, and project management tools and techniques
  • Fluency in French and English, written and spoken
  • Ability to interpret technical documentation, specifications, and international standards
  • Current and active PMP certification
