About the Role:


PxD is seeking a strategic, impact-oriented Senior Program Manager to lead high-value, cross-functional initiatives for our flagship program in Ethiopia. This role works closely with the government at the intersection of public policy, data-driven service delivery, and institutional partnership.

This is a mission-critical management role for someone with experience in strategy, stakeholder management, and implementation in complex environments. You will guide a multidisciplinary team—including research, product, and tech—through the design, delivery, and scaling of inclusive agricultural programs. You will also serve as the organization's representative with government counterparts and key partners in Ethiopia, ensuring that interventions are both contextually relevant and evidence-based.

This role serves as a key government-facing leadership position, working closely with government ministries, agencies, and public sector partners at the intersection of public policy, data-driven service delivery, and institutional partnership.

About PxD:

Precision Development (PxD) is a global non-profit with the mission to scale innovations that millions of smallholder farmers in low and middle-income countries can use to improve their lives. PxD's primary approach is delivering timely, evidence-based digital information to farmers via basic mobile phones.

So far, PxD has scaled digital agriculture services to more than 46 million farmers across Africa and Asia. PxD scales these digital information services through three models: i) direct service delivery to farmers; ii) improvement of partners’ existing services; and iii) strategic government advisory.

Through this third service model, PxD has established Project Management Units (PMUs) embedded within the Ministries of Agriculture in India and Ethiopia to support the governments in coordinating, managing, and scaling their nationwide portfolios of digital agriculture services.

Responsibilities (including but not limited to): 

The role will grow as you develop, but you will start by focusing on the following key responsibilities:

  • Strategic Program Management: Drive end-to-end program management, from design to delivery and impact measurement, ensuring alignment with PxD’s mission and long-term vision. Foster collaboration by translating technical concepts for diverse stakeholders and bridging technical and non-technical teams. 
  • Government & Stakeholder Engagement: Build and maintain senior-level relationships with government agencies, donors, and local partners. Navigate complex political and institutional contexts to drive alignment and collaboration. 
  • Digital Agriculture Leadership: Leads digital agriculture programs or initiatives, including design of projects/use cases, oversight of teams, managing partnerships, and program implementation. 
  • Evidence-Driven Decision Making. Synthesize research findings and data into actionable strategies and user-centered program designs, applying iterative design approaches to continuously improve program effectiveness and impact 
  • Thought Leadership & Representation: Represent PxD in external forums, including with donors, academic partners, and at policy roundtables.
  • Operational Execution. Manage program budgets, timelines, resourcing plans, and delivery milestones to ensure high-quality execution across all program components
  • Cross-functional Team Management: Lead a high-performing team across research, product, and implementation. Structure problem-solving efforts, set priorities, and create clarity across workstreams. 
  • Internal Learning & Knowledge Sharing. Contribute to PxD’s institutional knowledge base by codifying insights, sharing best practices, and mentoring junior staff. 

Requirements:

The ideal candidate will have:

  • Bachelor’s or Master’s degree in Public Policy, Economics, Business Administration, International Development, Technology Management, Digital Transformation or a related field.
  • At least 8 years of professional experience in management, policy advisory, international development, public sector strategy, digital transformation, or agriculture.
  • Demonstrated experience leading complex, multi-stakeholder programs from strategy through to scale-up and impact measurement alongside governments and donors.
  • Proven experience leading digital development, technology-enabled service delivery, or data-driven programs, including translating user needs into scalable technical interventions.
  • Familiarity with digital platforms, data systems, cloud-based applications, AI, automation, GIS, mobile technologies, or digital public infrastructure. 
  • Strong understanding and experience of evidence-based program design, research methodologies, and monitoring and evaluation (M&E) approaches.
  • Proven ability to build and manage senior-level relationships with government institutions, donors, research organizations, and external partners, including representing organizations in strategic engagements, policy discussions, partnership development, donor coordination, and multi-stakeholder forums. 
  • Experience leading and developing high-performing, multidisciplinary teams (including researchers, tech, and product staff).
  • Demonstrated experience managing complex budgets, operational plans, and competing priorities in fast-paced environments.
  • Strong communication skills, with the ability to bridge technical and non-technical audiences
  • Strong writing and oral communication skills in English and Amharic.
  • Willingness to travel to field sites in Ethiopia, subject to security considerations.
