About the Role:
Reporting to the Associate Vice-President, Information and Technology Services, the Senior Program Manager, SIS leads the multi-year implementation of Brock’s new Student Information System (SIS). The incumbent will own the SIS program and its associated projects and workstreams; implementation, integrations, data migration, legacy SIS activities, change management and value realization, while personally leading the core implementation project and serving as the bridge between Brock and its vendors. This high-visibility role manages a multi-million-dollar budget, coordinates cross-functional teams from across the University, and ensures coordination and alignment with senior management and executive leadership to deliver a modern, secure, and integrated platform that transforms Brock’s student and faculty experience.
The Senior Program Manager, SIS will:
- Provide program leadership and management of Brock’s new SIS implementation, including leading the SIS working groups, sub-committees and functional teams;
- Organize and lead SIS program resources, including individuals and units from ITS, the Office of the Registrar, Student Aid and Financial Assistance (SAFA), Procurement, Institutional Planning and Data Governance, and other Brock areas, as well as managing external and third-party project resources;
- Ensure the SIS program is managed using the robust application of sound program & project management methodologies, tools, and approaches;
- Develop and manage program and project budgets, forecasts, and resource plans across multiple concurrent initiatives;
- Ensure the development and execution of change management plans and updated operational processes;
- Report to the SIS Steering Committee and Program Champion, the University Registrar, on the status of work and ensure achievement of strategic objectives;
- Provide overall budgetary oversight of the program and identification of emerging project-related risks by tracking and reporting on financial performance
- Ensure adherence to project schedules and timelines, and ensure coordination and clear communication of expectations to vendors, on-campus resources, and partners;
- Manage the relationship with vendors, application implementor, integrators, and other third-party resources;
- Ensure alignment and coordination of resources, managing service levels and contractual expectations;
- Ensure sound user testing and data migration practices, and map ecosystem integrations, ensuring reliable data flows between the SIS, LMS, ERP and CRM systems;
- Manage compliance requirements related to student data and privacy.
Key Skills and Experience:
- Undergraduate degree in a relevant discipline or the equivalent combination of education and experience;
- PgMP, PMP or equivalent program & project management certification(s);
- Experience in ERP modernization program & project management, leading cross-functional initiatives in a complex, multi-stakeholder environment;
- Experience leading multi-workstream programs or enterprise transformations; coordinating multiple interdependent projects toward a single strategic outcome, not single-project delivery;
- Experience managing a vendor-led or systems-integrator implementation through its full lifecycle, from procurement/SOW through deployment and transition to operations;
- Strong understanding of Public Sector enterprise technology environments;
- Knowledge of program, project and portfolio management methodologies and their application across multiple concurrent workstreams;
- Experience leading large, complex enterprise software implementations (ERP/SIS-class) from planning through deployment;
- Knowledge of organizational change management frameworks and adoption practices;
- Strong program financial acumen, including budgeting, forecasting, cost control and resource planning across workstreams;
- Experience managing vendors and implementation partners, including statements of work, service levels, deliverables and milestone accountability;
- Familiarity with student information system integration across platforms and familiarity with higher-education functions;
- Ability to influence, negotiate and align partners in a matrixed environment where the role does not directly control resources;
- Ability to communicate complex technical and program information clearly and concisely, both verbally and in writing;
- Ability to define, track and report key performance indicators and benefits realization beyond initial go-live;
- Experience with project management and productivity tools;
- Promotes and embodies inclusivity and respect within the workplace and the broader community.
Preferred or Asset Skills:
- Experience in the higher-education or broader public sector;
- Prior experience implementing, replacing or decommissioning a Student Information System (SIS) or comparable enterprise/ERP platform;
- Change management certification (e.g., Prosci/ADKAR);
- Familiarity with academic-calendar-driven operations and student-data privacy obligations (e.g., FIPPA).
Salary and Total Rewards:
- Job Grade P, Salary Scale ($100,217-$160,348);
- This is a fixed term contract position that includes:
