The Role
Lead geospatial modernization for the Census Bureau: oversee application and cloud transformation, program governance, cost/schedule/performance, risk management, stakeholder engagement, and cross-functional team leadership to ensure mission-aligned delivery.
Summary Generated by Built In
Behind every Census, every population estimates, every community funding decision, and every piece of geographic data used across the federal government is a foundation most people never see. The U.S. Census Bureau’s (USCB) Master Address File (MAF) / Topologically Integrated Geographic Encoding and Referencing (TIGER) System serves as that foundation, maintaining one of the nation’s most critical geospatial and address data environments and supporting the data that drives decisions impacting millions of Americans.
As the Census Bureau continues its transformation and modernization efforts, this is a rare opportunity to join us as a Program Manager (SME) and lead that mission. In this role, you’ll serve as a trusted leader supporting the Census Bureau’s Geography Division and Census Transformation and Application Modernization (CenTAM) initiative, helping oversee modernization efforts that span application development, cloud transformation, geospatial systems, operational readiness, program governance, stakeholder engagement, and large-scale technology delivery. You’ll work across technical teams, government leadership, program offices, and industry partners to ensure execution remains aligned, risks are managed before they become problems, and critical milestones are achieved without losing sight of the mission. The ideal candidate must be able to clearly articulate strategy, defend decisions, build stakeholder confidence, and effectively communicate complex information to both technical and non-technical audiences. If you’re ready to step into a highly visible role where your leadership, judgement, and ability to bring people together will directly influence the success of a mission that impacts communities across the country, join XTS today!
Requirements
  • Must be a U.S. Citizen with the ability to obtain a Public Trust
  • You’ve achieved an accomplishment of a Bachelor’s degree + 15 years of program management leadership.
  • Experience with Geospatial Systems, GIS, Census Operations, or data-driven programs.
  • You have strong experience leading complex federal programs as success in this role requires understanding governance, compliance, reporting, risk management, to ensure programs remain on schedule, within scope, and aligned to mission objectives.
  • Experience managing cost, schedule, and performance to oversee program execution from planning through delivery, ensuring commitments are met while maintaining visibility into program health, resource utilization, and operational readiness.
  • You have proven leadership of cross-functional teams, as you will be looked upon to bring together technical teams, government stakeholders, subcontractors, and program leadership. The ability to build alignment, establish trust, and create accountability is paramount.
  • You have experience supporting application modernization, cloud transformation, or enterprise technology initiatives in order to guide teams through modernization efforts, technology transformation, and large-scale implementation.

Preferred Qualifications
  • Project Management Professional (PMP) Certification.
  • Experience participating in or leading proposal efforts, including oral proposal presentation, technical demonstrations, solution briefings, and question-and-answer sessions.

If you’re a proven leader who can align teams, drive execution, and deliver results in complex environments, while keeping the mission at the center of every decision, send your resume directly to Lanchi Lai, ([email protected]).
