Job Summary

Mass General Brigham (MGB) is committed to improving the health and well-being of populations disproportionately affected by poor health outcomes. Within the Office of the CMO, the Community Health and Health Equity teams spearhead initiatives aimed at reducing health inequities and driving measurable improvements in health outcomes in the communities we serve. A key component of these efforts is our Clinical Community Programs, which deliver high-quality, accessible clinical care directly within community settings.
The Senior Program Manager for Clinical Community Programs is an operational and strategic leader responsible for overseeing, contributing to, and implementing cross-departmental coordination, and continuous improvement across mobile and place-based clinical programs, including the Community Care Van (CCV), Bridge to Health, Walgreens and HEART of Communities programs. The Senior Program Manager works in close partnership with the Director of Community Health Programs, Senior Medical Director for Clinical Community Programs and other medical directors; and serves as a liaison between clinical leadership, community partners, vendors, and internal operational teams. This role leads complex operations, supervises managers and program staff, mitigates operational and clinical risk, and ensures alignment with MGB priorities, regulatory requirements, and community needs.
The Senior Program Manager directly supervises multiple team members and provides indirect leadership across interdisciplinary teams. This is a hybrid role, and she/he/they will be required to work both in-person and remotely.
Principal Duties and Responsibilities
Program Leadership & Strategy
• Provide senior-level leadership for the Community Care Van, HEART of Communities and associated clinical-community operations, ensuring programs operate at scale with consistency, quality, and sustainability.
• Translate organizational and clinical priorities into actionable operational strategies that advance equity, access, and measurable health outcomes.
• Serve as a strategic thought partner to the Senior Medical Director for Clinical Community Programs, other medical directors, and the Director of Community Health Programs on program growth, design, risk mitigation, and long-term planning.
Program Operations & Oversight
• Oversee operational aspects of the Clinical Community Programs.
• Implement, and continuously refine standard operating procedures, escalation pathways, and contingency plans for mobile clinical operations.
• Assist the Operations Managers, Program Managers and program staff in their efforts to anticipate, assess, and resolve operational challenges, including site logistics, systems issues, equipment failures, and staffing gaps.
People Management & Workforce Development
• Supervise and mentor program staff, providing leadership, coaching, and performance management.
• In collaboration with the Senior Medical Director, other medical directors, and Director of Community Health Programs, guide the recruitment, onboarding, training, and professional development of program staff.
• Foster a high-performing, mission-driven team culture grounded in equity, accountability, performance management, and continuous learning.
• Ensure staffing structures support program growth, coverage needs, and staff well-being.
• Foster engagement and buy-in through bidirectional communication, actively listening to staff, encouraging feedback, and aligning the team around program priorities.
Cross-Functional & External Partnership
• Build and maintain strong working relationships with internal MGB stakeholders including clinical departments (e.g., Primary Care), Population Health, Finance, Marketing, Digital, Analytics, and Compliance.
• Lead coordination with external vendors (e.g., transportation, maintenance, equipment, supplies), ensuring performance, contract compliance, and fiscal accountability.
• Support and strengthen community and external health system partnerships essential to successful clinic operations and community trust.
Financial Management & Compliance
• Develop, manage, and monitor program budgets in partnership with the Senior Medical Director, other medical directors, Director of Community Health Programs and finance teams.
• Ensure fiscal stewardship, accurate forecasting, and invoice review.
• Ensure programs operate in compliance with clinical, regulatory, and organizational standards.
Data, Evaluation & Continuous Improvement
• Partner with evaluation and data teams to ensure accurate data collection, reporting, and analysis for mobile clinical programs.
• Use data to monitor at least monthly performance, identify trends, inform decision-making, and drive continuous quality improvement.
• Prepare senior-level reports, dashboards, and presentations
Community Outreach
• Provide senior operational leadership to support the implementation of community engagement strategies for Clinical Community Programs.
• Support collaboration with Community Health and Community Engagement teams to sustain and expand trusted community partnerships.
Other
• Perform other duties as assigned in support of Clinical Community Programs and MGB’s health equity mission
• Primary responsibility for oversight and management of program budgets as assigned.


 

Qualifications

Experience

  • Bachelor's Degree or equivalent years of experience required, Master's degree strongly preferred
  • 5-7+ years of progressively responsible experience in clinical operations, community health, or health equity programming required.
  • Demonstrated experience managing complex programs and supervising staff required.
  • 1-2 years required, 3-5 years preferred of supervisory or leadership experience. This role will involve direct supervision of 3-5 FTE program managers and operations managers indirect leadership across interdisciplinary teams.

Skills, Abilities and Competencies

  • Demonstrated ability to provide senior-level operational and strategic leadership for complex clinical-community programs, including mobile and place-based care delivery.
  • Experience leading and manage multi-layered teams.
  • Strong strategic thinking skills with the ability to operationalize vision into execution.
  • Ability to use data and reporting to inform strategy and decision-making.
  • Demonstrated ability to cultivate, manage, and sustain strong working relationships with internal and external partners, including clinical leaders, community organizations, vendors, and system stakeholders.
  • Proven ability to navigate ambiguity, manage risk, and lead through complex operational challenges.
  • Excellent interpersonal, written, and verbal communication skills across diverse audiences.
  • Strong financial acumen, including budgeting, forecasting, and vendor management.  High level of independence, judgment, and accountability.
  • Commitment to health equity and experience working with diverse community populations.
  • Proficiency with Microsoft Office and operational data systems; Epic knowledge preferred
