Position Summary

The Salvation Army of the Twin Cities is dedicated to “Doing the Most Good” by providing holistic, person-centered services that empower individuals and families. Core programs include case management, basic needs assistance, housing and shelter services, community resource connections, and pastoral care.

HOPE Harbor and Harvest Hills provide supportive housing and wraparound services that help individuals transition from crisis to stability, with a focus on building self-sufficiency, resilience, and community.

The Senior Program Director provides strategic and operational leadership for these programs, ensuring compliance, effectiveness, and alignment with The Salvation Army’s mission. This role oversees operations, staff, and program development; maintains fiscal and regulatory accountability; represents the programs in the community; participates in a rotating on-call schedule; and ensures coordinated, high-quality services that promote long-term stability.

 

$82,235 - $98,000 annually, 40 hours per week

Essential Functions (approximate time spent)

  • Compliance & Regulatory Oversight (30%): Direct compliance efforts, including oversight of licensing, regulations, grants, contracts, and all required internal and external reporting.
  • Program, Operations & Leadership Oversight (30%): Lead and direct essential functions, including programming, operations, fiscal stewardship, human resources, and special events; provide supervision and guidance to staff, including case consultation and support for complex participant needs.
  • Budget Development & Fiscal Management (20%): Ensure fiscal responsibility by assisting in the development of and monitoring the annual budget in collaboration with Divisional Headquarters Social Services and Finance staff.
  • Program Development & Evaluation (10%): Oversee, develop, evaluate, and update all programs, goals, and objectives to ensure alignment with organizational priorities.
  • Community Engagement & Representation (5%): Represent and promote The Salvation Army within the community and maintain accountability to stakeholders.
  • Advisory Council Collaboration (5%): Partner with Advisory Council members to educate, inform, and support recruitment efforts as needed.
  • Referral Coordination & Resource Navigation (5%): Oversee intake and referral processes, ensuring participants are connected to appropriate internal and external resources.

 

Education and Experience

  • Master’s degree in Social Work preferred; master’s degree in a related field considered. A bachelor’s degree in a related field with relevant experience may be considered in lieu of a master’s degree.
  • Five (5) or more years of progressively responsible experience in human services or a related field, including at least three (3) years in a supervisory and administrative capacity.
  • If the degree is in Social Work, current state licensure is required; LGSW or LISW preferred.
  • Must successfully pass all required background checks, possess a valid driver’s license, and meet MVR clearance standards.

 

Competencies

  • Strong leadership and supervisory skills.
  • Excellent interpersonal, communication, and presentation skills.
  • Knowledge of human services practices, especially for high-risk populations.
  • Knowledge of Fair Housing, HUD programs, and grant compliance.
  • Understanding of operations, including basic finance, facilities, and HR.
  • High integrity, professionalism, and confidentiality.
  • Strong organization and time management skills with attention to detail.
  • Proficiency in Microsoft Office and database systems.

 

Working Conditions

  • Combination of sedentary and active work, including extended walking or standing.
  • Ability to occasionally lift up to 20 pounds.
  • Primarily standard business hours, with rotating on-call (evenings, weekends, overnights).
  • On-site work in a professional environment; not eligible for remote/hybrid.
  • Frequent interaction with staff, participants, and community partners.

 

Supervisory Responsibilities                                                                                                                     

  • Supervise and support the case management team providing ongoing guidance, performance feedback, and mentorship.

 

Driving/Travel Requirements                                                                                                     

  • Operate a personal or agency vehicle to perform duties in support of program operations and the organization’s mission.

  • Assist with Twin Cities Social Services seasonal and special events.
  • Participate in a rotating on-call schedule to provide after-hours support, including evenings, weekends, and overnights.
