Business function/overview:

As part of the Product Registration Team at FMC, the Senior Product Registration Manager is accountable for the development and implementation of regulatory strategies and tactical plans to grow and defend assigned active ingredients and products in Canada. The position is also accountable for leading the data compensation process in Canada as well as delivering favorable outcomes on selected regulatory policies and issues important to the business of higher profile and complex active ingredients. The position requires technical competency as well as strong project management, excellent negotiating and influencing skills. The Senior Product Registration Manager will report directly to the North America Registration and Regulatory Affairs Director.

Job Overview and Primary Responsibilities:

  • Product Registration Tasks
    • Independently lead the development of regulatory strategies and tactical plans for assigned products for the Canadian business to enable optimal business results.
    • Prepare dossiers, including all necessary components such as chemistry, toxicology, metabolism, residue chemistry, environmental fate, environmental toxicology, value studies, summaries, risk assessments, and interpretations to achieve regulatory approvals that meet business needs.
    • Maintain existing registrations and defend existing technologies through re-evaluations and special review, manage label amendments, and execute product life cycle management strategies.
    • Ensure products are compliant with Pest Control Product regulations. 
    • Lead in understanding, interpreting and complying with all federal (Pest Control Product Act) and provincial pesticide laws and regulations pertaining to the manufacture and use of products in Canada.
    • Understand the legislative and regulatory initiatives that shape the regulatory environment for the industry to bring innovative ideas to address regulatory needs using rationales in lieu of generating data.
    • Represent FMC by participating on CropLife Canada committees to maintain complete awareness of key regulatory issues that impact assigned product line and recommend actions in advance of competitive pressure.
    • Participate on, and if required, lead multi-functional project teams involving key technical areas affecting registrations to drive short- and long-term projects forward
    • Proactively manage unplanned events that affect quality of submissions and budgets.
    • Lead proactively in advance of change based on intelligence about regulatory related actions on competitive products.
    • Coordinate and assure transparency with the Global and North American Crop Registration and Regulatory Affairs teams.
    • Provide regulatory guidance for product development activities in Canada.
    • Liaison with Provincial Minor Use Coordinators to support/facilitate PRD registration of Minor Use Projects
    • Forecast operational and financial budgets for relevant projects.
  • Data Compensation – Regulatory Process
    • Manage all regulatory aspects of data compensation with PRD and internal team members
    • Coordinate with Business Development in reaching favorable settlement agreements with other registrants
    • Coordinate with US regulatory team on data compensation cases
  • Data Management and Communication
    • Manage regulatory records and databases and contribute to enhancements to information management
  • Work in a safe manner and support a safe working environment and security measures in word and in practice.
  • Coach and mentor new staff.

Minimum Requirements: 

  • A minimum of a Bachelors degree, preferably in chemistry, biology, agronomy and/or related field. Masters degree is highly preferred.
  • 7 plus years of experience in a scientific discipline relevant to the regulation of pesticides in Canada

  • Experience advocating on key regulatory issues through representation on industry working groups and committees.

  • Excellent written and verbal communication skills

  • Strong organizational skills and the ability to work with multiple individuals on priority activities

  • Strong attention to detail with deadline and customer service orientation

  • Excellent interpersonal skills with a proven ability to influence for positive outcomes

Skills Required

  • Bachelor's degree in chemistry, biology, agronomy, or related field
  • Master's degree
  • 7+ years experience in a scientific discipline relevant to regulation of pesticides in Canada
  • Experience preparing regulatory dossiers (chemistry, toxicology, metabolism, residue chemistry, environmental fate/toxicology, risk assessments, value studies)
  • Knowledge of Canadian federal and provincial pesticide laws and Pest Control Product regulations
  • Experience managing data compensation and negotiating settlement agreements with other registrants
  • Experience advocating on regulatory issues via industry working groups and committees
  • Excellent written and verbal communication skills
  • Strong organizational skills and ability to manage multiple priority activities
