Everforth ECS is seeking a Senior Product Owner to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI‑First strategy introduced in early 2026. The WDP focuses on operational warfighting data and aims to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
• The Senior Product Owner leads product vision, strategy, and backlog management for the WDP Core Integration portfolio, serving as the critical bridge between mission stakeholders and Agile engineering teams. In this role, the Senior Product Owner drives the delivery of high-priority software capabilities aligned to warfighter and enterprise needs across classified and unclassified environments.
• Defines and communicates the War Data Platform (WDP) Core Integration product vision, objectives, and software-engineering priorities supporting Department of War missions, Joint Staff analysts, Combatant Command elements, and Senior Executive Service leadership.
• Serves as the primary liaison to mission stakeholders by facilitating requirement-gathering sessions, clarifying PWS language, validating acceptance criteria for the Software Engineering Plan, and aligning scope with program-level engineering objectives.
• Leads backlog development and refinement by translating operational needs into actionable user stories, defining acceptance criteria, and prioritizing requirements that drive Software Engineering Plan execution.
• Participates in sprint planning, sprint reviews, and SAFe Agile ceremonies to maintain alignment between engineering teams, roadmap commitments, and mission outcomes.
• Applies Jira, Confluence, GitLab Continuous Integration, VMware environments, and enterprise reporting tools to conduct backlog grooming, monitor burndown metrics, track sprint progress, and maintain visibility into feature delivery.
• Engages stakeholders through recurring coordination sessions to validate product direction, confirm business value, and resolve competing priorities across multiple Agile teams.
• Directs cross-team dependency management, feature sequencing, and program-level planning activities to maintain operational readiness and mission assurance.
• Produces mission-critical deliverables including product objectives, prioritized backlogs, acceptance-criteria packages, sprint-review summaries, and roadmap updates supporting disciplined execution and sustained program value across the War Data Platform (WDP) Core Integration ecosystem.
• Performs other duties as assigned.
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 10 or more years of experience as a Product Owner or in a closely related Agile product management role, with demonstrated experience supporting enterprise-scale IT programs.
• Active certification as one of the following: Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO I, II, or III), PMI Product Owner/Product Manager (POPM), or ICAgile Certified Professional – Agile Product Ownership (ICP-APO).
• Demonstrated experience supporting federal or Department of War programs, including familiarity with Program Work Statement (PWS) interpretation and requirements decomposition in a government contracting environment.
• Hands-on proficiency with Agile delivery tools including Jira, Confluence, and GitLab CI/CD pipelines.
• Experience leading backlog management, sprint ceremonies, and feature delivery tracking across multiple concurrent Agile teams.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
