The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. We partner with the VA to design and deliver seamless user experiences for Veterans, their families and caregivers, and VA employees. By applying better practices in service design, product management, and technology, we enable the VA to increase the use, quality, and reliability of services and decrease the time Veterans spend waiting for outcomes.
Primary Responsibilities
In this role, you will serve as an experienced individual contributor within a cross-functional team, with opportunities to further develop your leadership, coaching, and mentoring skills. With minimal oversight from leadership, you will support the team in meeting scope, schedule, and delivery requirements while helping shape the long-term goals and product strategy of the program.
As a Senior Product Manager, you will contribute to the continued development of the program’s product management practice and may serve as the discipline’s primary lead when working with customers and stakeholders. You will use strong communication, relationship-building, and influencing skills to drive product strategy, improve product management practices, and help teams deliver meaningful outcomes.
Primary responsibilities include:
- Build strong relationships with internal and external stakeholders and influence decisions across teams
- Mentor and coach product team members, helping strengthen product management practices across the program
- Lead cross-functional efforts across product, engineering, UX, business analysis, DevOps, and other delivery disciplines
- Serve as a primary point of contact for customers and stakeholders, as needed
- Focus primarily on program and delivery strategy while supporting tactical product management needs when necessary
- Apply deep knowledge of Agile and iterative product development practices to help cross-functional teams deliver against customer needs and program goals
- Lead cross-functional teams in delivering and improving products aligned with the customer’s mission and desired outcomes
- Partner with customers and product owners to shape product vision and strategy and encourage iterative, outcome-driven ways of working
- Develop and maintain product artifacts, including product briefs, roadmaps, success metrics, and other tools that create a shared understanding of product direction and priorities
- Work with customers to develop strategies that prioritize the highest-value outcomes based on program goals, user needs, technical considerations, and constraints
- Advocate for user needs and lean product practices when establishing priorities and navigating tradeoffs
- Identify and grow key partnerships that increase adoption and use of products and platforms
- Define the activities and coordination needed to establish new partnerships within the Department of Veterans Affairs (VA), including opportunities involving adjacent platforms and services
- Understand complex system integrations, dependencies, and endpoints to help connect services across platforms and products
- Help establish scalable processes for onboarding new partners to tools and platforms, with the goal of enabling greater partner self-service
Basic Qualifications
- Bachelor’s degree and 7+ years of relevant experience
- Additional relevant experience may be substituted for education
- 1+ years of experience leading or directing work across cross-functional teams, including disciplines such as engineering, UX, business analysis, and DevOps
- Experience developing product strategy, roadmaps, priorities, and measurable outcomes
- Experience working directly with customers, product owners, and other stakeholders to translate needs into product direction
- Experience working within Agile or iterative product development environments
- Must be legally authorized to work in the United States without sponsorship, now or in the future
- Must be able to successfully complete any required federal background investigation and obtain and maintain the level of suitability or security clearance required for the position
Preferred Qualifications
- Experience supporting digital products, platforms, or services within the Department of Veterans Affairs (VA) or another federal government environment
- Experience developing partnerships and driving adoption across multiple products, platforms, or stakeholder groups
- Experience working with complex technical ecosystems involving integrations, APIs, system dependencies, or shared services
- Experience establishing scalable onboarding or self-service models for customers or partners
- Ability to obtain and maintain relevant product or Agile certifications, such as:
- Certified Scrum Product Owner (CSPO)
- Certified Product Manager (CPM)
- Certified ScrumMaster (CSM)
- SAFe certification
- Other related product management or Agile certifications

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
