SUMMARY:
We are seeking a highly autonomous and certified Senior Procurement Analyst to serve as the sole on-site contracting expert for the 127th Mission Support Contracting (MSC) office. Operating at a GS-12 equivalent level, you will independently manage a complex portfolio of client procurement activities. This dynamic role requires a seasoned professional capable of executing "cradle-to-grave" contracting, from complex architectural-engineering (A&E) and military construction (MILCON) pre-award planning to post-award administration and closeout.
CORE RESPOSNIBILITIES:
Independent Acquisition Planning: Perform market research, analyze trends, and identify SB/SDB/WOSB/HUBZone vendors for complex A&E and construction acquisitions.
Pre-Award Support: Review and revise PWS, SOW, and SOO documents within strict 3-day turnarounds. Prepare bid schedules, draft solicitations, and assist in developing source selection evaluation criteria.
Contract Administration: Execute post-award actions for cost-reimbursement and incentive contracts, track contractor performance, and accurately prepare contract modification documents.
Financial & File Management: Review monthly invoices, process contract closeouts utilizing DFAS, and maintain impeccable records in Paperless Contract Files (PCF) and the Procurement Integrated Enterprise Environment (PIEE).
Compliance & Advisory: Act as the primary advisor to the Contracting Officer on controversial matters, disputes, and potential protest litigation.
Requirements
REQUIRED QUALIFICATIONS:
- Bachelor’s degree is required.
- Must possess an active DAWIA Contracting (legacy Level II or III) Professional certification, a FAC-C (Professional) certification, OR a third-party equivalent such as NCMA CFCM or CPCM.
- Minimum of 3 years of confirmed contract administration experience specifically supporting DoD construction acquisitions (MILCON/SRM) in accordance with FAR and DFARS. (Note: Experience as a COR or inspector does not qualify ).
- Deep working knowledge of Federal, State, and DoD engineering regulations and contract types.
PREFEERED QUALIFICATIONS:
- Prior experience serving as a Warranted Contracting Officer.
- Prior work experience within the Air National Guard, Army National Guard, US Air Force, and/or US Army.
- Experience with the Army Contract Writing System (ACWS).
