Senior Policy and Strategy Analyst
Position Summary
DarkStar Intelligence is seeking a seasoned Policy and Strategy Analyst to support a federal government client in the Intelligence Community (IC).

Primary Duties and Responsibilities
- Lead the development of Facilities and Logistics (F&L) policies and strategies, advancing a unified vision, mission, and strategic goals across the IC.
- Review, create, and implement F&L-related policies through directives, standards, and policy guidance.
- Develop performance and effectiveness measures relevant to F&L in the IC.
- Prepare briefings, data visualizations, and reports to distill data and metrics into compelling narratives and business cases, providing actionable recommendations for senior leaders.
- Conduct and analyze data calls and surveys, focusing on areas such as strategic property management (real and personal) and valuation.
- Utilize research design principles to craft study plans and assessments for asset management initiatives.
- Establish and implement program management review processes for monitoring and reporting progress toward strategic goals to senior leaders, stakeholders, and the workforce.
- Offer consultative support in creating strategic property management plans, executing change management plans, implementing action plans, and developing assessment processes to measure impact.
- Represent government interests in IC element and inter-agency engagements to coordinate activities and advance F&L objectives.
- Assist in preparing quarterly and annual asset management data calls for agency use, other IC entities, and Congress, aligning with national security policies.
- Review and edit technical documents, including Congressional testimony, budget presentations, issue papers, and talking points for accuracy and clarity.
Minimum Qualifications
- Bachelor’s degree in social, political, physical, natural, or business sciences; humanities; engineering; mathematics; or a related field in strategic planning and evaluation.
- 10+ years with a Bachelor’s degree, 6+ years with a Master’s degree, or 20+ years of experience in the absence of a degree.
- TS/SCI clearance with a CI Polygraph.
- Extensive experience identifying emerging trends and strategic issues for integration into organizational strategic planning.
- Experience in conducting or reviewing audits.
- Comprehensive knowledge of IC missions to craft national-level strategies and policies that support U.S. national security and foreign policy objectives.
- Deep understanding of performance principles with the ability to advise on performance evaluation methodologies.
- Proven skill in conceptualizing, organizing, and deriving insights from incomplete data to present clear analyses, identifying and mitigating knowledge gaps.
- Strong organizational and interpersonal skills, with a demonstrated ability to support working groups, prioritize competing tasks, advocate for new initiatives, and collaborate across the IC.
- Proficiency with Power BI or similar data visualization tools.
Salary Range
$120,000 - $124,000 per year
