The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

Duties Include

  • Experienced Specialist Representative/Consultant of the specialty program or service including, but not limited to interactions with other programs or outside agencies
    • Assists in the development and implementation of policies, methods, and procedures within the specialty area; including but not limited to Quality Assurance activities; prepares or reviews detailed and complex medical and technical records and reports.
  • Senior Family Physician, Internist or Medical Subspecialist
    • Evaluates patient signs and symptoms, reviews laboratory and radiological data, diagnoses complex cases, and institutes treatments as appropriate; serves as a consultant to physician specialists on difficult and complex cases.
  • Senior Surgical Specialist or Subspecialist
    • Evaluates patient signs and symptoms, reviews laboratory and radiological data, recommends, performs, supervises and consults with other physicians and surgeons on specialized, difficult or complex surgical procedures related to his or her specialty field. 
  • Senior Pediatrician
    • Examines, diagnoses, and treats pediatric patients; supervises and consults with other pediatricians, clinics and agencies on difficult and complex cases.
  • Senior Obstetrician/Gynecologist
    • Examines, diagnoses and treats women who are pregnant, who require screening, or who have gynecologic complaints; consults with other obstetrician/gynecologist on difficult and complex cases.

Other, duties required of specific 2232’s may include, but are not limited to:

  • Disease Prevention and Control Senior Specialist/Medical Director
    • Provides clinical oversight of a unit or clinic within the Disease Prevention and Control Branch of Population Health Division. Leads the development and implementation of policies, methods, and procedures within the specialty area and provides expert clinical consultation and public health detailing  to community providers regarding communicable diseases including COVID, influenza, measles, Salmonella, HIV, STIs, Tuberculosis or emerging diseases.
  • Senior Specialist in Forensic Pathology
    • Performs medicolegal autopsies at the Medical Examiner's office; consults with the district attorney, public defender, police, and others on medicolegal matters; examines victims or suspects for medicolegal purposes; testifies in court and judicial hearings on medicolegal issues.
  • Senior Specialist in Occupational Health
    • Conducts pre-employment physical examinations of candidates for city service; when designated by the Civil Service Commission, assesses medical or physical competence of staff to perform assigned duties; participates in the identification and assessment of occupational hazards and injuries; develops and implements prevention and education strategies; consults with other occupational health specialists, including physicians and other practitioners on difficult and complex cases or health issues.
  • Senior Specialist in  Skilled Nursing Care
    • In a skilled nursing setting, evaluates patient signs and symptoms, reviews laboratory and radiological data, diagnoses complex cases, and institutes treatments as appropriate; participates in admissions workups and in discharge planning; works as a team with interdisciplinary care teams to advance resident-centered care.
    • The 2230 may perform other duties as assigned/required.

    Qualifications

    MINIMUM QUALIFICATIONS

    1. Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California*
      AND

    2. Possession of valid Board Certification in the appropriate medical specialty area for the assigned facility or division.**

    *Applicants possessing a valid license to practice medicine issued from another state within the United States of America may apply, but if selected, the candidate will NOT be appointed/hired until they obtain a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California.

    **Applicants enrolled in a residency program may apply, but if selected, the candidate will NOT be appointed/hired until they demonstrate successful completion of a residency program accredited by the Accreditation Council for Graduate Medical Education or American Osteopathic Association in the appropriate medical specialty area for the assigned facility, obtain a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California, and obtain valid Board Certification in the appropriate medical specialty area for the assigned facility or division.

    For some positions, possession of valid Drug Enforcement Agency registration with the United States Department of Justice is a special condition that is required in addition to the standard minimum qualifications associated with this job classification.

    Conditions of Employment
    All qualified candidates who have been selected for appointment to positions in all specialty areas must be an eligible billable provider and must meet the following criteria within two (2) weeks prior to the start work date to avoid delay of the appointment to the position and/or cancellation of an employment offer:

    • All qualified candidates who have been selected for appointment to positions in all specialty areas must be an eligible billable provider and will be required to meet all of the following criteria:
    • Be eligible to participate in Medicare, Medicaid, and/or other federal healthcare programs
    • Possess a National Provider Identifier (NPI)
    • Submit a completed credentialing application and/or required documentation for credentialing
    • Possess a valid third-party billable provider certification (such as Medicare, Medi-Cal, and/or private insurance) OR have submitted a completed billable provider application, along with the required documentation, in order to obtain the appropriate billable provider status
