The Role

The Senior Oracle Solution System Architect/Engineer position is part of the Acquisition and Property Management (APM) Veteran Canteen Services (VCS) Automated Information System (AIS) team within the Acquisition and Property Management (APM) portfolio in support of the US Department of Veterans Affairs, Consolidated Corporate Support Services (CCSS) program.

Within the Acquisition and Property Management (APM) Product Line, VCS AIS represents two of the three primary VCS systems and back-end components that drive that the only revenue-generated system at VA's United Stated (US) facilities. Supporting the entirety of the on-campus restaurants/food services, as well as the on-site retail stores and related vending services, VCS AIS encompass and supports all of the cash register-based transactions (tills) at these locations, all the reporting requirements at all levels of the organization that support these monetary transactions, all the required interfaces to/from the other systems and sub-systems in support of VCS operations, and all of the supporting financial transactions, accounting, and related reporting and system interfaces. VCS AIS comprises the back-end and legacy components for VCS and is a system of systems. AIS supports retail management and financial management systems and services, including merchandise applications, retail planning, multiple application interfaces, and planning and forecasting.

  • Design, develop, and configure reports according to client requirements either end-to-end from analysis, design, implementation, quality assurance (including testing), to delivery and maintenance of the software product or system or for a specific phase of the lifecycle.
  • High quality Reports creation with Oracle Reports, BI Publisher, and Oracle Analytics.
  • Performs design and implementation of IT systems that require the integration of diverse and complex components.
  • Activities include creating a problem statement, defining operational requirements including integration with other systems or components, researching and modeling the system architecture and configuration, investigation alternatives, cost analysis and estimation, and decision analysis.
  • Ensures the logical and systematic conversion of requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
  • Performs functional analysis, timeline analysis, requirements allocation and interface definition studies to translate requirements into hardware and software specifications.
  • Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements, facility requirements, data storage, backup, monitoring, operations systems, multiple operating systems, directory services, identity management, access management, and automation.
  • Applies advanced technical principles, theories, and concepts. Contributes to development of new principles and concepts.
  • Participates with senior management to establish strategic plans and objectives.
  • Recommends/makes decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives.
  • Works on unusually complex technical problems and provides solutions which are highly innovative and ingenious.
  • Works under consultative direction toward pre-determined long-range goals and objectives. Assignments are often self-initiated.
  • Determines and pursues courses of action necessary to obtain desired results.
  • Work is checked through consultation and agreement with others rather than by formal supervisor review.
  • Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results.
  • Develops advanced technological ideas and guides their development into a final product.
  • Serves as an organization spokesperson on advanced projects and/or programs. Acts as advisor to management and customers on advanced technical research studies and applications.

  • For VA's Acquisition and Property Management Product Line:
    • VCS AIS:
      • Experience with supporting and/or designing and solution building to include Oracle Custom applications and/or Oracle Enterprise Business Suite application in any or all of the following Oracle EBS Modules: Financials
      • Oracle Database 11g and/or later versions experience
      • Oracle Custom applications and/or Oracle Enterprise Business Suite application experience
      • Design and development experience with Oracle Reporting (Oracle Reports 10g and above, BI Publisher, Oracle Analytics, OBIEE), Oracle Workflow experience
      • Design and development experience with PL/SQL
      • Oracle Database experience
      • Stored Procedures knowledge
      • API Interface and REST API experience
      • Windows Server, 2019, Operating System
      • Reflection for Secure IT Server, 8.4.0 (8.4.540), Operating System
      • Agile project management and team leadership
  • Required Education, Experience, and Clearance:
    • Bachelors and fourteen (14) years or more experience, - OR -
    • Masters and twelve (12) years or more experience, - OR -
    • PhD or JD and nine (9) years or more experience
    • Ability to obtain a VA Position of Public Trust - Medium Background Investigation (MBI)
