What will you do in this role?

Sikich Federal is seeking a Senior Oracle E-Business Suite (EBS) Subject Matter Expert to support the Department of Health and Human Services (HHS), Office of Finance (OF), with a primary focus on the Unified Financial Management System (UFMS) and related Oracle Federal Financials modules. This role requires deep functional and technical expertise across Oracle EBS financial modules (GL, AP, AR, PO, and PA) to support system enhancements, configuration, upgrades, and operational support across UFMS. This role provides functional and technical leadership on system modernization, interface development, and reporting initiatives across UFMS, ensures alignment with ASFR/OF financial management priorities, facilitates cross-component collaboration, and maintains governance structures that support transparency, compliance, and timely delivery.

***Will be working onsite in Washington, DC.

What will you do in this role?

  • Serve as the senior functional and technical SME for Oracle E-Business Suite (EBS) Federal Financials, providing hands-on expertise across the GL, AP, AR, PO, and PA modules supporting UFMS.
  • Lead/guide/validate requirements analysis, configuration, and functional design for EBS enhancements, patches, and minor/major upgrades across UFMS instances.
  • Serve as a technical oversight and QA reviewer, independently evaluating EBS configuration changes, interface designs, and system outputs produced by the implementation team.
  • Review and challenge functional and technical assumptions, estimates, sequencing, and design decisions to ensure feasibility, quality, and alignment with UFMS standards.
  • Validate EBS configuration changes, interface specifications, and data flows to ensure accuracy, consistency, and adherence to HHS financial management and data governance practices.
  • Coordinate requirements gathering with OF stakeholders, financial analysts, and data owners, translating business needs into detailed functional and technical specifications.
  • Manage Agile and hybrid SDLC workflows, including backlog prioritization, sprint planning, and cross-functional coordination with developers, functional analysts, and QA resources.
  • Maintain PMO governance artifacts for UFMS-related projects, including schedules, risk/issue logs, decision trackers, and status reports aligned to PM Support II standards.
  • Identify data quality and interface issues, validate root causes, and assess downstream financial reporting impacts, escalating risks and recommending mitigation strategies.
  • Support UFMS modernization efforts, including migration planning, shared service provider transition readiness, and transition to future-state financial platforms.
  • Facilitate stakeholder engagement across ASFR, OF, PSC, and HHS components (including DSOM) to align system requirements, manage dependencies, and ensure delivery readiness.
  • Collaborate with cybersecurity and compliance teams to ensure EBS environments adhere to RMF, ATO, and data protection requirements.

What do you need to succeed in this role?

  • U.S. Citizenship (required for HHS systems access) and ability to obtain/maintain a Public Trust clearance.
  • Bachelor's degree in computer science or related field, preferred
  • 10+ years of experience supporting Oracle E-Business Suite (EBS) Federal Financials implementations within federal financial environments.
  • Hands-on functional and technical expertise with Oracle EBS Federal Financials modules, including GL, AP, AR, PO, and PA.
  • Ability to read, interpret, and validate system configurations, interface specifications, and financial data structures.
  • Experience performing QA or technical oversight on EBS/ERP implementation projects, including reviewing developer deliverables for accuracy and completeness.
  • Strong understanding of federal financial reporting, UFMS data structures, and Oracle Federal Financials data models.
  • Demonstrated ability to evaluate technical approaches, identify risks, and provide objective, evidence-based feedback to implementation teams.
  • Proficiency with project management and collaboration tools (Jira, Confluence, MS Project, SharePoint).
  • Excellent communication skills with the ability to translate technical concepts into business-friendly language.
  • Ability to support Agile and hybrid SDLC delivery, including backlog prioritization, sprint planning, and iterative release management.

In compliance with this state’s pay transparency laws, the base compensation range (25%-50%-75%) for this role is $175,000- $180,000- $185,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on several factors including but not limited to experience and geographic location. Compensation ranges for roles in our Government Services pillar are determined by contract with the specific government agency Sikich is servicing.
