Location: Harrisburg, PA
Position Type: Remote
Contract Length: Long-term with annual extensions
Position Overview:
This role supports a large-scale enterprise modernization initiative focused on transforming legacy Oracle Forms applications into modern Oracle APEX solutions running on Oracle Database 19c. The position plays a key role in improving system performance, security, and maintainability while supporting mission-critical regulatory applications through modern development and Agile practices.
Duties:
  • Analyze existing Oracle Forms applications to understand architecture, data structures, workflows, and system integrations.

  • Convert and migrate legacy Oracle Forms applications into Oracle APEX solutions.

  • Design and develop modern Oracle APEX user interfaces in collaboration with technical leadership.

  • Help establish UI/UX standards and development best practices for future APEX applications.

  • Develop and maintain PL/SQL stored procedures, functions, packages, and advanced SQL queries.

  • Perform data extraction, analysis, and scripting to support reporting and system enhancements.

  • Review and interpret technical and functional documentation to understand business and system requirements.

  • Implement and maintain application security, roles, and authorization models within Oracle environments.

  • Conduct performance profiling, tuning, and optimization to improve application responsiveness and maintainability.

  • Create and maintain technical, functional, and system documentation.

  • Participate in all phases of the SDLC including requirements analysis, development, testing, deployment, and production support.

  • Provide mentoring, knowledge transfer, and technical guidance to internal IT staff and development teams.

  • Support production deployments and release management activities.

  • Provide regular status updates and communicate progress to leadership.

  • Generate reports and deliverables for executive stakeholders, technical teams, and end users.


Required Skills:
  • 5 years of experience developing in Oracle PL/SQL, including stored procedures, functions, packages, and advanced queries.

  • 5 years of experience developing applications using Oracle APEX.

  • Strong knowledge of Oracle RDBMS, with preference for Oracle 19c environments.

  • Strong hands-on experience using SQL Developer and/or TOAD for database development and administration.

  • Solid understanding of data modeling principles and relational database design.

  • Experience integrating applications with web services.

  • Experience performing performance tuning, debugging, and testing of SQL queries, views, and stored procedures within Oracle (and SQL Server) environments.


Preferred Skills:
  • Previous experience supporting government or public-sector environments.

  • Experience modernizing and converting legacy Oracle Forms applications.

  • Exposure to XML, HTML, web services, Java, PL/SQL APIs, SOA architecture, and Agile/Scrum development methodologies.

  • 2 years of experience working with and demonstrating strong understanding of Oracle 19c database features.
