Reporting to the Manager, Municipal Planning, the Senior Municipal Planner works with the municipal planning team to ensure that client departments’ needs for critical municipal infrastructure are met. Infrastructure such as drinking water treatment and supply wastewater treatment, and solid waste management systems, are planned to meet territorial and federal regulatory requirements and the needs of the growing communities within established budgets.  

The division operates within the Infrastructure Branch, planning critical municipal and territorial infrastructure projects across Nunavut. The position manages planning of critical infrastructure for Nunavut’s municipalities, Government of Nunavut Departments, and involves various territorial and federal stakeholders. The Senior Municipal Planner solves technical and functional issues, evaluates problems with related components, and provides consultative advice that can affect the methods, costs, and effectiveness of delivering services. This position analyzes the multi-dimensional aspects of programs and operations to address technical, functional, operational, environmental, and fiscal issues.

The key responsibilities of this position include but are not limited to:

• Conducting needs assessments and identifying client needs including any restrictions (e.g., financial) or opportunities (i.e., synergies with similar projects),
• Developing optional approaches for components (e.g. site conditions, safety and environmental issues) of a Design Brief, including commissioning of feasibility and/or site studies; and,
• Collaborating with clients and specialized technical experts to identify the optimal approach including an analysis of life cycle costs.
• Providing advice and technical expertise to clients in the development, implementation and revision of Capital Plans and 20-year needs assessments; and,
• Collaborating with departmental colleagues and inter-departmental capital planning committees in the development of plans, identification of opportunities and resolution of problems.
• Ensuring capital programs and related projects are feasible with respect to costing, scheduling, and local requirements.
• Meeting regularly with departmental capital planners to review priorities for new infrastructure projects.
• Assessing client needs and identifying development options, recommending the best course of action to the Manager and engineering team.
• Collaborating with the Manager and fellow engineers to review future programs, ensuring sufficient lead time for comprehensive planning and cost estimation

The knowledge, skills, and abilities required for this job are usually obtained through:

• An undergraduate degree in Engineering preferably civil, mechanical, environmental or biosystems from a recognized institution
• Six (6) years of work-related experience. Preferably in a northern context. 
• Knowledge of management practices and demonstrated experience in their application is an asset.
• Ability to use MS Project, AutoCAD, and Adobe Photoshop/Illustrator are assets

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
