ICF's Disaster Management Division seeks a Senior Grants Specialist to support clients in implementing federally- and state-funded residential mitigation grant projects. This position is hybrid with on-site work in Los Angeles County, CA. The Senior Grants Specialist will be focused on assisting with financial reconciliation, reporting, and compliance. Candidates will work closely with senior staff and subject matter experts while building hands on experience across the federal grant lifecycle.
The ideal candidate will have experience supporting state or local agencies to administer Federal Emergency Management Agency (FEMA) funded projects. The Senior Grants Specialist will support ICF clients in the delivery of federally- and state-funded grant programs, working closely with senior project leadership to ensure compliant execution, strong client service, and high-quality deliverables. Key Responsibilities:
- Support day-to-day financial and grants management activities for federally funded programs.
- Assist with budget tracking, expenditure review, and financial reconciliation activities.
- Review supporting documentation for eligible and allowable costs in accordance with federal requirements.
- Assist with drawdown support and cash management, including reconciliation of expenditures to reported amounts, and preparation of quarterly reports and requests for reimbursement.
- Help maintain audit ready financial files, including organization of invoices, support documents, and reconciliations.
- Participate in internal quality control reviews and support responses to monitoring or audit inquiries.
- Assist with subrecipient and contractor invoice reviews under supervision of senior staff.
- Monitor project costs to ensure compliance with all laws, regulations, and policies pertaining to FEMA programs.
- Accurately and efficiently work with data entry and data management systems as required.
- Provide regular updates to project leadership on milestones, risks, and deliverables.
- Professionally interact with stakeholders and staff utilizing excellent communication skills, understanding and patience.
- Collaborate with multidisciplinary teams including client, program, and compliance staff.
- Other duties and learning as directed by ICF.
MUST HAVE Qualifications:
- 3+ years of experience in grants management, financial management, or accounting within government or government consulting environments. Preference given to FEMA grants or residential mitigation grants.
- 2+ years of experience with MS Office, including Intermediate Excel– Pivot Tables, V-Lookup, Formulas, etc.
- Must be willing and able to work a Hybrid schedule, several days a week working onsite in Los Angeles County, CA and the remainer work-from-home/strong internet within the commute radius as scheduled.
Preferred Skills/Experience: (These may set candidates apart)
- Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
- Experience supporting FEMA-funded projects. (PA, HMGP, Grants Admin-Compliance).
- Experience supporting federally funded grant management projects.
- Coursework or experience in governmental or fund accounting.
- Foundational understanding of basic accounting principles.
- Experience reviewing invoices, cost documentation, or reimbursement requests.
- Exposure to audit support, monitoring, or compliance reviews.
- Familiarity with various grant management and financial systems used in grant programs.
- Experience consulting in fast-paced, compliance-driven environments.

- Excellent communication, writing and presentation skills, with experience providing training on complex subjects to multiple audiences.
- Microsoft Office Suite professional experience; Intermediate-level MS Excel skills (e.g., VLOOKUP/XLOOKUP, conditional formatting, pivot tables/charts, formulas, sorting/filtering, and working with large datasets); examples may be requested.
- Detail-oriented and highly organized, maintaining well-structured notes, documentation, and project files, with strong problem-solving skills.
- Proactive, collaborative, team-oriented approach; seeks input early and communicates risks/issues quickly.

Salary Band Range for this opportunity: Although the range below is wider to accommodate growth within the job, this position will have a starting pay range of $85,000 to $95,000 based on % match of qualifications/experience/responsibilities, location, and other.

The pay range for this position based on full-time employment is:

- Bachelor's degree in Planning, Public/Environmental Policy, Economics, or similar field.
- 5+ years conducting research, data analysis, technical writing, and developing state or local policies/plans.
- 5+ years experience with FEMA Hazard Mitigation Grant Program (HMGP) applications and administration.
- Able and willing to travel domestically up to 25%.
- Valid U.S. driver's license and ability to pass a Motor Vehicle Records (MVR) check.
