Position Summary. Serves as the team’s principal capability-development methodologist and requirements writer, converting operational and technical findings into compliant requirements products, analytical studies, experimentation outputs, and senior-leader recommendations.

Principal Duties.

  • Lead or support JCIDS and AR 71-9 requirements analysis, documentation, staffing, validation, and communication for Mission Command and networking capabilities.

  • Conduct capability-gap refinement and support CBA, CNA, AoA, cost-benefit, DOTMLPF-P, and related mission and capability analyses.

  • Plan or support experimentation, operational assessments, technology evaluations, data collection, findings development, and documentation of results.

  • Author and integrate ICD, CDD, CONOPS, MDD, milestone, portfolio, and senior-leader decision products.

  • Support POM, SPAR, LIRA, FDU, TAA, WSR, and other prioritization or investment processes as required.

  • Facilitate stakeholder working groups and provide surge support across AFCD and MSD requirements efforts based on Government priorities.

Position-Specific Qualifications.

  • Former field-grade officer or senior warrant officer; a former senior NCO who completed the Master Leader Course may be considered with MSD Director approval.

  • At least five years of Aviation operations experience.

  • CGSC/ILE graduate unless an approved exception applies.

  • Aviation battalion or brigade S3/XO, command-post, air-ground integration, mission-planning, or comparable operational integration experience strongly preferred.

  • Combat-development and requirements-writing experience required.

  • Demonstrated JCIDS, AR 71-9, CBA/CNA/AoA, DOTMLPF-P, and technical requirements-writing experience.

  • Experience designing or supporting experiments, operational assessments, technology evaluations, or capability studies.

  • Strong Army writing, facilitation, staffing, and senior-leader briefing skills; experience producing an approved requirements document is highly desirable.

Skills Required
