JOB SUMMARY

The Senior Strategic Sourcing Manager is an experienced sourcing professional responsible for driving complex, high-impact sourcing/procurement initiatives for designated categories. This role will oversee sourcing/procurement related activities and processes associated with the acquisition of construction, engineering, facilities, equipment, materials and related services. This includes gathering requirements, sourcing strategy development, creating and issuing Request for Proposal (RFP), proposal evaluation, contract negotiations, contract drafting and administration with the goal to improve spend, quality, service, project execution and supplier performance. The Senior Strategic Sourcing Manager shapes category sourcing strategy by leading sourcing professionals and cross-functional stakeholders through a structured, data-driven approach, leveraging business insights to support sourcing decisions that result in meaningful savings and risk reduction for the company. This role also supports the optimization and sourcing governance of significant multi-year construction programs, including Reinvestment One, by helping standardize sourcing strategies, vendor models, contracting approaches, equipment and materials planning, and scalable execution support. This role is also responsible for mentoring others, building strategic stakeholder partnerships, managing key supplier and contractor relationships, driving multiple complex sourcing events, and using data analysis for effective negotiations and contract development. The Senior Manager Strategic Sourcing must have proven leadership skills and the ability to influence peers and cross-functional stakeholders. This position leads business conversations with senior leaders, challenges the status quo, and finds best-value solutions in support of 7-Eleven's key initiatives and growth strategy.

KEY DUTIES AND RESPONSIBILITES

  • Consistently engage with senior leaders and key business stakeholders to understand business strategy, construction and engineering needs, project specifications and requirements, and facilitate alignment on sourcing/procurement strategies that support business goals and optimize total cost of ownership. 
  • Use data, spend analysis, market research and business insights to develop and implement strategic sourcing/procurement strategies and execution plans for designated categories.
  • Identify and evaluate suppliers, execute RFQ/RFP events, analyze results, develop negotiation strategies, and negotiate complex, large-value and multi-year contracts with strategic suppliers to ensure optimal pricing, reduced risk, favorable terms and optimized total-cost-of-ownership.
  • Oversee sourcing strategy and supplier capacity planning for significant multi-year construction programs, including Reinvestment One, to support scalable market-level execution, optimized cost structures, consistent delivery standards and effective risk management.
  • Build and maintain strong strategic relationships with contractors, suppliers, engineering partners and stakeholders to ensure effective execution, timely delivery of products/services, implementation of defined SLA’s and prompt resolution of any issues that arise.
  • Develop and implement sourcing strategies, including competitive RFPs, direct negotiations, renewals and supplier optimization strategies, to mitigate risk and improve cost-effectiveness, quality, service, project delivery and contractor/supplier performance.
  • Partner with Construction, Engineering, Facilities, Finance, PMO and other cross-functional teams to optimize Reinvestment One sourcing activities, including contractor awards, preconstruction services, equipment, materials, signage, surveys, permitting support and related program needs.
  • Support supplier and contractor business reviews, governance committees, category strategy meetings and implementation activities to ensure supplier performance, compliance and alignment with construction and engineering business objectives.
  • Understand and manage high risk, sensitive compliance events.
  • Is seen as the go-to expert related to the categories he/she supports. Ability to solve problems by assessing the situation, leveraging, and analyzing relevant data, identifying root cause and developing solutions to resolve any issues that arise.
  • Manage and balance multiple, simultaneous and complex sourcing events and contract negotiations.
  • Stay apprised of market trends, contractor and supplier capabilities, technology advancements, labor availability, commodity impacts and external factors that may impact project execution or the procurement of construction, engineering and facilities products and services.
  • Recommend high impact projects for existing and emerging construction, engineering, facilities and capital project needs, including Reinvestment One optimization opportunities, that drive meaningful results, reduce cost and risk, improve quality and support corporate sustainability programs.
  • Prepare reports and presentations to communicate findings, recommendations, progress updates and business impacts to leadership and stakeholders in a clear and concise format.
  • Manage direct reports, providing mentoring and development. Coach and mentor others on sourcing standards and processes.

  • Demonstrates the ability to lead sourcing governance for large, multi-year programs such as Reinvestment One by aligning stakeholders, suppliers, timelines, cost targets and execution risks across multiple markets.

EDUCATION AND EXPERIENCE

EDUCATION:   Bachelor's degree (or equivalent experience) required. Master's degree or MBA is preferred, but not required.

YEARS OF RELEVANT WORK EXPERIENCE:  Minimum of 8+ years required

YEARS OF MANAGEMENT EXPERIENCE:  5+ years preferred

SPECIFIC KNOWLEDGE AND SKILLS

  • Ability to develop complex analyses, financial models and cost models to evaluate proposal scenarios, provide key business insights and present recommendations in a clear and concise format.
  • Experience leading sourcing/procurement teams to develop and manage category plans and sourcing strategies, execute RFx events and conduct complex contract negotiations required.
  • Experience supporting programmatic construction sourcing initiatives, including multi-market contractor RFPs, baseline bidding, volume-leveraged negotiations, standardized scopes, equipment and materials planning, and multi-year program optimization.
  • Demonstrated successful contract and agreement negotiation experience, managing the entire RFQ/RFP process, including development of negotiating plans and strategies is required.
  • Experience and background in construction, engineering, facilities, capital projects, equipment, materials or related services, including experience sourcing contractors, suppliers and professional services in this space, strongly preferred. 
  • Strong organizational skills, understanding of legal aspects, negotiating skills, purchasing terminology, cost analysis and legal compliance regulations.
  • Possesses excellent interpersonal, written and verbal communication skills and is comfortable working with multiple stakeholders at all organizational levels.
  • Proficient with MS Office suite- advanced skills in MS Excel, Outlook, and Powerpoint.

Pay: $100,000.00 -$147,500.00 Annual
