You will be a part of HPB’s Healthy Ageing Programme Department, which strives to help older adults to improve and maintain their functional ability through healthy lifestyle practices and increase the quality and years of healthy life. As Singapore’s healthcare and aged care systems transform under national directives such as Healthier SG and Age Well SG, HPB drives the national implementation of the Active Ageing Programme (AAP) strategy in close collaboration with Active Ageing Centres (AACs), Regional Health Systems (RHSes), and whole-of-government agencies to initiate, encourage and empower seniors to adopt and sustain healthy habits, and age well independently through community-based programmes and self-directed initiatives .

[What you will be working on]

As a key member of the Healthy Ageing Programmes Department, you will lead the strategic communications and engagement portfolio for HPB's healthy ageing and physical activity initiatives.

You will develop and oversee integrated communications and engagement strategies across multiple programmes, translating behavioural and programme objectives into effective communication approaches that drive participation and sustained behaviour change.

You will provide strategic recommendations to senior management and ensure that communication initiatives are prioritised, delivered and evaluated effectively across the portfolio.

You will lead the development of communication and engagement strategies across media, digital and on-ground channels, determining communication objectives, target audiences, key messages and engagement approaches based on programme priorities, audience insights and behavioural evidence.

You will also lead the planning and implementation of ground activation strategies, working with outreach teams, community partners, agencies and vendors to secure stakeholder buy-in, resources and operational support, manage implementation risks and deliver initiatives within agreed timelines and budgets.

Working closely with subject matter experts, Communications and Marketing, agencies and programme teams, you will translate technical and evidence-based inputs into clear, health-literate communications that support programme objectives.

You will lead the governance and review of public-facing communication materials and targeted resources, ensuring that they remain accurate, evidence-informed and audience-centric.

You will evaluate campaign and engagement performance, identify where further audience research is needed, and translate audience insights and findings into strategic recommendations and continuous improvements.

You will oversee communications planning and resource utilisation across the portfolio, while providing direction, coaching and oversight to officers supporting communications and engagement initiatives.

[What we are looking for]

An ideal candidate will be a dynamic and self-motivated individual with at least 5 years of relevant working experience in strategic communications, communications planning, campaign management or related roles.

The candidate should have experience developing communication strategies, managing complex stakeholder environments and leading integrated communication initiatives from planning through implementation and evaluation. Experience in healthcare, healthy ageing or public education initiatives would be advantageous.

The candidate should also possess:

  • A degree in a related discipline.
  • Strategic thinking, with the ability to turn complex technical, behavioural and evidence-based information into clear, health-literate communication strategies tailored to the audience.
  • Proven programme planning and delivery skills, with the ability to lead integrated communications and engagement initiatives from concept to evaluation while managing resources, agencies and vendors.
  • Effective leadership and stakeholder management skills, with the ability to align diverse stakeholders, balance competing priorities, guide officers and deliver outcomes across multidisciplinary teams.
  • Sound analytical judgement, with the ability to interpret audience insights, research, campaign performance and other evidence to assess effectiveness and recommend improvements.

Successful candidates will be offered a 1-year contract
