Responsibilities and Duties
The primary responsibility of the Senior Tax and Gov’t Affairs Manager will be to assist the Regional Tax and Gov’t Affairs Vice President with the planning, compliance, audit defense and financial reporting for direct and indirect taxes, as well as government affairs related matters. This role will require a broad knowledge and experience base, with particular focus on Singapore, Malaysia and Indonesia income tax planning, audit defense with local tax authorities, as well as the tax operations for multi-national corporations. the team in complying with government laws and regulations and exploring incentive opportunities with local governments. This role will require a broad knowledge and experience base, with a particular focus on government policy, incentives, and communications with internal and external functions and stakeholders.
Tax Related Responsibilities
Compliance – Aptiv has internally conducted its Asia tax operations. The roles will be to provide support to business team for Singapore, Malaysia and Indonesia direct/indirect/withholding tax and transfer pricing compliance; including planning, coordinating, reviewing work product prepared by internal staff, and to conduct internal tax compliance review for the corresponding entities.
Audit Defense – National and/or local / provincial direct / indirect / withholding tax and transfer pricing tax queries or audits, including responding to information document requests, coordinating with internal personnel and outside advisors, making preliminary risk and exposure estimates, and formulating exam strategy to manage process. Preparation of technical memos regarding audit issues, if required.
Tax Planning – Assist in the preparation of deliverables and workplans (i.e. tax technical memo, slides, working excel and delegation of authority memo and other supporting files) pertaining to tax planning and advisory work. Support both South Asia and global tax planning initiatives (development and implementation) and compliance requirements.
Tax Reporting – Assist in the preparation and review of tax reporting submissions (e.g. cash tax reporting, quarterly tax reporting, provision to return, etc.). Support all quarterly income tax provision process, including the calculation of the quarterly and annual income tax provision and analysis and evaluation of tax positions under ASC 740, FAS 5, and other relevant regulatory and governmental provision.
Tax Controls and Processes – Ensuring exchange required SOX tax compliance – documentation of tax processes and control.
Other special projects – Other tax ad hoc projects as assigned from time to time.
Government Affairs Related Responsibilities
- Identify, prioritize, and execute on strategies that will provide Aptiv with a competitive advantage by increasing sales, reducing cost, and / or mitigating risk
- Monitor legislative and regulatory developments:
- Develop and implement proactive strategies to monitor, analyze, and anticipate changes in government policies, regulations, and legislative activities that may impact our business operations throughout the Asia-Pacific region.
- Prepare and deliver compelling presentations, position papers, and other advocacy materials to effectively communicate our organization's positions and influence policy outcomes.
- Will assess the success of each project and report on performance to both regional and country specific operational and functional leadership teams.
- Special projects, as assigned.
Experience:
- 10 + years tax experience within the tax function of a multinational publicly-traded corporation and/or Big 4 public accounting firm, with strong experience in Singapore, Indonesia and Malaysia tax operation and audit defense.
- Good knowledge of Singapore, Indonesia and Malaysia tax principles and at least a working knowledge of international tax principles.
- Excellent interpersonal and communication skills (written and oral) with the ability to interact well with people of various backgrounds and levels.
- Strong time management skills with the ability to meet strict deadlines for tax compliance and audit defense needs.
- Strong organizational skill to ensure ability to prioritize workload and manage a number of projects at any one time.
- In-depth knowledge of the political, regulatory, and legislative landscape in Singapore, Malaysia, Indonesia, etc.
- Demonstrable communication, project management, writing, and negotiation skills.
- A positive, energetic and happy attitude.
Education Qualifications
Bachelor’s degree in Accounting, Finance or Business Administration required; Master’s degree and CPA/CTA preferred.
Fluency in English, both written and verbal.
