We are seeking a highly skilled and dedicated Application Manager to oversee the maintenance and operations of a mission-critical Comprehensive Child Welfare Information System (CCWIS). This role demands a blend of technical expertise, functional understanding, and client relationship management to ensure the system operates efficiently, securely, and in alignment with federal CCWIS standards
The ideal candidate will be responsible for managing day-to-day operations, addressing client needs, tracking priorities, and ensuring service excellence in a sensitive and high-impact environment.
Software engineering is the application of engineering to the design, development, implementation, testing and maintenance of software in a systematic method. The roles in this function will cover all primary development activity across all technology functions that ensure we deliver code with high quality for our applications, products and services and to understand customer needs and to develop product roadmaps.
These roles include, but are not limited to analysis, design, coding, engineering, testing, debugging, standards, methods, tools analysis, documentation, research and development, maintenance, new development, operations and delivery. You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
- Lead the operational support and maintenance of the Child Welfare application
- Ensure system stability, performance, and compliance with CCWIS functional requirements
- Act as the primary liaison between technical teams and client stakeholders
- Manage incident resolution, change requests, and enhancement planning
- Track and prioritize client issues, pain points, and service requests
- Conduct regular service reviews and ensure adherence to SLAs
- Collaborate with cross-functional teams to implement improvements and resolve issues
- Maintain documentation related to system operations, configurations, and updates
- Ensure data integrity, security, and privacy in accordance with federal and state regulations
- Provides leadership to and is accountable for the performance of managers and/or senior level professional staff
- Impact of work is most often at the operational or local business unit or market level

Required Qualifications:
- 5+ years of experience in application management or support, preferably in public sector or child welfare systems
- Proven experience in client relationship management and stakeholder engagement
- Experience with incident tracking tools, ticketing systems, and performance monitoring
- Solid knowledge of service management frameworks (e.g., ITIL)
- In-depth knowledge of Title IV-E claiming processes and related system functionality
- Working knowledge of Youth Services programs and their operational needs
- Solid understanding of CCWIS functional requirements and federal guidelines
- Understanding of federal reporting requirements, including AFCARS (Adoption and Foster Care Analysis and Reporting System), NCANDS (National Child Abuse and Neglect Data System), and NYTD (National Youth in Transition Database)
- Understanding of Adult Protective Services (APS) and related system functionality
- Proven ability to analyze functional and technical issues and drive resolution
- Proven excellent communication, documentation, and organizational skills
- Proven solid problem-solving and decision-making abilities
Preferred Qualifications:
- Certification in ITIL, PMP, or CCWIS-related training
- Experience with case management systems or other human services applications
- Experience working in Agile or hybrid project environments
- Knowledge of data integration, ETL processes, and reporting tools
- Familiarity with state-level child welfare programs and operations
- Proven exposure to cloud platforms (e.g., Azure, AWS) and DevOps practices

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $112,700 to $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
